GENERAL DESCRIPTION:

Perform advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning within the Crime Records Division in coordination with Division Chief, specific to CJIS Security. Guide, and direct subordinate supervisors who plan, direct, and manage all training and audit operations for compliance with policies by agencies with connectivity to DPS and FBI. Establish long range goals and objectives; develop guidelines, procedures, policies, rules, and regulations; developing, priorities for achieving goals; developing and evaluating budget requests; and monitoring budget expenditures. Interpret and implement broadly stated policies and directives provided by Agency and external governance bodies and meet needs of supported internal and external entities. Represent DPS in state and national forums, specific to CJIS Security. Plan, assign, and supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Direct and oversee operational functions and responsibilities, and oversee long range planning for future expansion and program revisions.

2. Coordinate to establish or approve strategic goals and general policies for the Division.

3. Under direction of the CJIS Systems Officer, manage a staff of trainers and auditors providing technical and policy support for CJIS Systems. Interact with criminal justice/law enforcement agencies throughout the state. Serve as state FBI CJIS ISO with subject matter expertise in all matters pertaining to the CJIS Security Policy.

4. Develop, maintain, and enforce policies and procedures related to policy based on relevant governance and industry best practices. Engage Agency staff, executives, agencies and relevant organizations to determine practices and controls.Coordinate with business units within DPS to ensure consistency.

5. Develop section goals and policies to policy and technical security issues. Document technical and policy compliance with the CJIS Security Policy and other applicable security, technology, and policy standards ensuring confidentiality, integrity and availability of CJIS information to the user community.

6. Oversee, preparation of information related to Division activities for distribution to law enforcement agencies throughout the state; communicate regularly with internal/external stakeholders on operational and policy issues.

7. Work with Department of Information Resources (DIR) and DPS Cyber for coordinated responses to potential threats to the DPS law enforcement network or data.

8. Represent DPS and State of Texas at conferences, and meetings throughout the state, legislative hearings, national association meetings, and FBI advisory group meetings.. May serve on various state and national task forces, committees, and boards.

9. Participate in planning and development of Crime Records biennial budget request. Resolve budget conflicts within the Division and monitor, through subordinate supervisors, annual budget expenditures. Oversee and monitor preparation and procurement activities within budget.

10. Work with Divisional Strategic Planning team on strategic plan and budgets; approve budget and expenditures. Oversee negotiations of contract execution, revisions, delivery dates, acceptance testing and approval of Division purchases. Oversee through subordinate supervisors, grant applications and funds expenditures.

11. Assist in remediation and coordination on security incidents impacting the secure systems and network.

12. Plan, develop, and establish priorities and oversee staffing patterns within area.

13. Interview, train, monitor the performance of, counsel, and prepare performance evaluations on subordinate supervisors. Resolve personnel disputes. Approve hiring and disciplinary actions within the area.

14. Participate in oversight of agency activities related to local agency audits and review for compliance to state and federal standards.

15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

16. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four-year college or university in business management, business or public administration, computer science, or related field is preferred.

Experience – Minimum of four (4) years’ experience in the management of a business function, division, or department. Experience working with or implementing CJIS Security Policy and ensuring compliance is preferred. Progressively responsible experience in information security best practices and standards, policy management, IT governance, networking fundamentals, data-center systems, user endpoint device technologies, IT security systems and technologies, and general information architecture is preferred.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Attain CISA (Certified Information Systems Auditor) and/or CISSP (Certified Information System Security Professional) certification from ISACA within three years of appointment. If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge – Thorough knowledge of or ability to learn the CJIS Security Policy. Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures; knowledge of auditing procedures as it relates to access to criminal justice data. Maintain knowledge and familiarity with regulatory standards, legislation and policy involving security controls for protected data.

Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles; performance and productivity standards and how to achieve or maintain them; and fiscal/budget management so objectives can be attained within allocated resources. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Able to effectively plan, assign, and supervise the work of others.

Technology – Proficiency with MS Office and appropriate levels of proficiency with utilized software (e.g., Criminal Justice Information Systems or CJIS, CAPPS, SharePoint) and able to learn new software/systems. Knowledge of networks, facilities, operating systems, and data processing techniques, communications, monitoring software, latest technology, e.g., VOIP, Apple and Android operating systems on smart phones and tablet type devices, and Cloud Computing compliance requirements.

Auditing Skills - Knowledge of or ability to learn operational and technical details of CJIS Security Policy, ability to apply that knowledge effectively in auditing the operations of agencies that access criminal justice data. Ability to conduct accurate, efficient audits within time constraints.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule - Availability for after-hour, weekend, and holiday work as required.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
