Job Purpose
- Manage a local risk-based Environmental, Health, Safety and Security (EHSS) program in accordance with Dana’s corporate policies and procedures. Develop annual EHSS business plans identifying functional activities, training, machine guarding, ergonomic and other EHSS improvements needed with action plans and target implementation dates. Identify historical loss experience and statistical improvement goals for both short and long-term success. Integrate an EHSS culture within all operations and at all levels of shop floor and management teams. Work in close coordination with corporate Environmental Health, Safety and Security personnel to make certain that all necessary Health, Safety and Security protocols are implemented.
- Assure compliance with federal, state, local, and corporate / environmental regulations.
- Develop, implement, and obtain a registered safety management system in accordance with Dana’s corporate safety management policies and ISO 45001 criteria.
- Implement Dana corporate processes to help assure that proper EHSS provisions are incorporated into all jobs performed at the facility, employing techniques of risk assessment, hazard analysis, job safety risk analysis and safe job procedures as defined within Dana’s corporate safety management system.
- Develop and implement local incident and near miss investigation process. Make sure OSHA record keeping is being completed within the Dana global injury reporting system. Track first aid cases, recordable incidents, near misses and employee hours to determine injury trends and develop plans for improvement.
- Organize and conduct all necessary EHSS training as required legally and in accordance with Dana’s training matrix.
- Prepare an OSHA inspection and response program designed to train personnel on OSHA regulations and develop an OSHA response team should an OSHA inspector arrive at the facility in accordance to Dana’s corporate policies and procedures.
- Establish a site safety committee. Provide a means for facility personnel to report EHSS concerns and ensure effective follow-up.
- Review existing EHSS Programs and Procedures annually.
- Maintain the site-specific Emergency Response and Evacuation program with periodic evaluation drills to assure the program’s effectiveness.
- Maintain a comprehensive personal protective equipment (PPE) program.
- Develop, with HR, a standard form and process for ensuring accountability and enforcement of facility EHSS protocol regarding safety violations and infractions of EHSS methodologies, including disciplinary actions, documentation, and follow-up procedures.
- Implement and deploy Dana’s Design-In Safety and Red Tag processes for all new introduction and/or modified manufacturing equipment / processes to ensure operational controls and mitigation of risk in addition to supporting regulatory compliance evaluation and control.
- Manage and ensure complete compliance with Dana’s Contractor Safety program to assure that all contractors performing work on site follow established facility EHSS requirements and that they follow and comply with OSHA requirements.
- Champion the post injury management process including an effective value-added transitional return to work program in accordance with Dana’s corporate policies and procedures.
- Lead local activities to ensure compliance with Dana’s physical security standards and protocol.
Job Duties and Responsibilities
- Serve as the local lead for all related property inspections and fire loss control activities as directed by Dana Risk Management Services.
- Obtain and maintain permits including those required for air emissions, sewer discharges and surface water discharges.
- Develop and maintain written compliance plans including SPCC, hazardous waste contingency, DOT security, etc.
- Provide compliance training including SPCC, hazardous waste, universal waste, DOT, etc.
- Prepare and submit all required reports and notifications including biennial hazardous waste reports, PCB annual reports, EPCRA emergency planning notifications, emergency release notifications, MSDS reports, Tier II reports, Form R reports, etc.
- Conduct compliance inspections including SPCC, stormwater, hazardous waste, etc.
- Assure the Dana facility conforms to Dana’s global environmental standards regarding air emissions and chlorinated solvent prohibitions.
- Assure the Dana facility complies with all new Dana environmental directives.
- Standardize the facility’s existing compliance elements (written plans, inspections, training, reporting, recordkeeping, etc.) using new corporate templates and procedures.
- Modify facility practices to reduce chemical usage, air emissions, wastewater discharges, and wastes generated.
- Collect and report environmental data utilizing internet environmental software.
- Regularly communicate the status of compliance, ISO14001 issues, Dana environmental directives, and other project work to the BU EHSS Leader.
- Assure continued registration status: ISO14001 certification and participate in ISO14001 audits.
- Manage on-site remediation projects including permitting, sampling, analyses, reporting, etc.
- Prepare for inspections by outside agencies and participate in inspections by outside agencies.
Job Requirements: Experience/Education
- Degree in EHSS or BS in related sciences and at least 5 + years’ experience managing EHSS in a manufacturing environment.
- CSP or advanced degree in safety preferred.
- Thorough working knowledge of 29 CFR 1910 safety standards and 40 CFR environmental standards dealing with environmental issues including the CAA, CWA, RCRA, EPCRA, etc.
- Knowledge of General Industry Standards in the US and Workers’ Compensation laws. Also, experience working with WC third party administrators is a plus.
