Advanced technician positions responsible for a variety of duties related to municipal design and construction. Those duties include conducting design and construction inspection and contract administration on municipal construction projects in the public right of way on bridge and roadway reconstruction projects. Manage and respond to requests regarding traffic operations.

The City of Minneapolis has five (5) Engineering Technician III positions open in Transportation Engineering and Design, Surface Water and Sewers and Traffic and Parking Services .

Work Location – Various locations in the field and in the office.

Job Duties and Responsibilities
TRANSPORTATION ENGINEERING AND DESIGN
  • There are multiple positions available within our Construction Supervision, Bridge Construction, and Design areas, job duties will involve some of the following:

  • Ensure compliance with Plans, Specifications and City Ordinances.
  • Communicate via various forums with the public, residents, and other stake holders regarding project details and construction activities.
  • Coordinate with other divisions to resolve issues involving design, utility conflicts, construction coordination and field changes.
  • Review and provide recommendations on construction plans and specifications during final design.
  • Direct and mentor Engineering Technicians and Interns in the areas of design or construction inspection and contract administration.
  • Oversee the budget, schedule, and workmanship of construction on capital improvement projects.
  • Producing engineering design construction plans using computer-aided drafting/design (CADD) software packages (MicroStation/AutoCad) in accordance with City of Minneapolis & MnDOT standards and procedures.
  • Other duties as assigned.
SURFACE WATER AND SEWERS
  • Perform inspections and investigations of tunnels, outfalls, manholes, catch basins, and other sewer infrastructure to evaluate assets’ condition and performance.
  • Communicate any deviations discovered in plans, specification, materials, methods, schedules, or MNDOT specifications to the Engineer.
  • Inspect and ensure proper construction techniques for various sanitary and storm sewer projects with various contractors and governmental agencies.
  • Assist in preparation of paperwork and documentation describing sewer improvements needed within reconstruction and construction projects, predominantly street sewer construction, repair, and rehabilitation activities.
  • Field verify, enter, and maintain records using modern software (such as Adobe, ArcMap, Maximo, Excel, etc.)
  • Analyze sewer asset data using software such as ArcMap / ArcGIS, Adobe PDF editor, MS Excel, MS Access, Sharepoint, Maximo Maintenance Management Software, and Granite XP CCTV Viewer.
  • Act as the engineer's field representative for communication with the Construction Crew Foremen (both City Staff and private vendors) on a construction site.
  • Perform contract administrative duties by tracking daily items which could include: payroll hours, personal hours, work progress, weather, quantities, etc.
  • Perform a variety of engineering technician work in the office regarding construction project design, shop drawing review, cost estimation, handling communications, completing forms, etc
  • Attend or lead weekly construction meetings.
  • Coordinate materials testing or survey with contractors, MNDOT, and the City of Minneapolis Engineering Lab or Survey.
  • Coordinate closely with contractors on work which can affect adjacent businesses or property owners.
  • Investigate complaints regarding City owned structures or property and make recommendations to higher level staff regarding course of action.
  • Draw standard plates and detail updates and drafting using computer assisted design (CAD).
  • Inspect and help ensure site safety compliance.
  • Perform complex mathematical calculations and computations in connection with engineering project work and costs, including arithmetic and trigonometry, as well as grades and quantities.
  • Assign work to lower level staff, providing training and instruction as required.
  • Other duties as assigned.
Work hours are from 7:00 AM – 3:30 PM Monday through Friday. This position is on-site only in a regular office setting.

TRAFFIC - SAFETY GROUP
  • Manage and respond to requests regarding traffic operations, parking, curbside usage, neighborhood traffic calming, stop signs, safe routes to school etc.
  • Conduct traffic studies, inventories, and assessments; enter and analyze data; create reports and maps.
  • Attend neighborhood meetings.
  • Engage in conversations with the public, elected officials, other agencies, and private companies as a representative of the Traffic and Parking Services division.
  • Review and comment on plans, specifications, and permit requests for compliance with relevant standards, best practices, priorities, and coordination with other projects.
  • Program VMS (Variable Message Signs).
  • Perform or assist with procurement and contract administration.
  • Draft TTR (To The Record Letter) for council action establish, document, and maintain policy and procedures related to work.
  • Assign work to staff and field crews, provide training and instruction as needed.
  • There is occasional weekend work with overtime or comp-time available.
  • Other work as assigned.

Work hours are from 7:00 AM – 3:30 PM Monday through Friday. Primarily hybrid work with some days working remotely and some days working in the office. Office work with daily site visits to review current on-street conditions associated with various requests.

Required Qualifications
MINIMUM QUALIFICATIONS:
Civil Engineering Technician Degree or equivalent degree from an accredited institution.

MINIMIM EXPERIENCE:
Four years of experience in construction inspection, construction contract administration, municipal design or equivalent.

LICENSES/CERTIFICATIONS:
  • All positions are required to possess and maintain a valid driver's license.

DESIRABLE CERTIFICATIONS:
  • MnDOT certifications: Concrete Field 1, Bituminous Street 1, Aggregate Production 1, and Grading and Base I and at least two advanced certifications in concrete field, grading and base and/or bituminous.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position may be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire [three] months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities
  • There are multiple positions available in Public Works and experience requirements are dependent upon the position.

  • Knowledge of City of Minneapolis and MnDOT Specifications for Construction.
  • Knowledge on how to read municipal construction plans.
  • Knowledge of municipal design of roadway and bridge projects.
  • Experience using CADD software in design of public infrastructure (Roadways, bike facilities, pedestrian ramps). Experience is using software to create 3D engineering design models desired.
  • Experience measuring and tracking quantities.
  • Knowledge on construction contract administration, including documentation of pay items, certified payrolls, and contractor progress.
  • Knowledge of computer software, applications, and technology that supports the work of the unit.
  • MnDOT Certifications are desirable
  • Strong customer skills and the ability to work with businesses and property owners regarding access, construction schedule and upcoming operations.
  • Knowledge of City traffic ordinances.
  • Knowledge of Manual of Uniform Traffic Control Devices (MUTCD).
