The Opportunity
WSDOT is currently seeking a Transportation Engineer 2 (TE2) to work within the Environmental & Hydraulic Services (EHS) Office, Permits & Documentation Unit. This position supports WSDOT’s mission by ensuring that highway projects are designed and constructed in compliance with agency policies, procedures, and practices. The TE2 prepares and writes environmental review documents and environmental permit applications required to authorize the construction of transportation facilities throughout the Olympic Region. They determine the need for supporting documentation and investigations required for environmental review and permits, as well as act as Environmental Compliance Inspector conducting field investigations of assigned project sites to ensure compliance with documentation and permit conditions.
What to Expect
Among the varied range of responsibilities held within this role, the Environmental Coordinator will:
Determine preliminary environmental impacts and likely environmental documentation and permitting needs for assigned projects; prepare and write environmental review documents.- Determine the environmental review classification of projects; conduct environmental impact analysis; and prepare National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) documents.
- Contact, coordinate, meet, and negotiate with resource and permitting agency personnel to obtain permits.
- Review draft contract plans and specifications.
- Identify and coordinate obtaining needed supporting documentation for permits and documentation.
- Coordinate with other EHS Office staff, HQ-Environmental Services Office staff, Project Office staff, and consultants.
- Meet with representatives of permitting agencies, consultants, project offices, and other Department personnel.
- Perform environmental compliance site investigations and visits for construction projects.
Qualifications
To be considered for this opportunity, the following are required:
- Certification as an Engineer-In-Training AND one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent.
- Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent.
- A Master's degree with major study in civil, engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.
In addition to the above, the following are also required:
- Ability to work effectively both individually and within a diverse team environment.
- Experience adhering to safety policies and diligence in performing work in a safe manner.
- Demonstrated ability to communicate effectively verbally and in writing across a broad spectrum of professional levels and diverse groups, other agencies, and the public.
- Demonstrated ability to track multiple issues and projects while ensuring short deadlines are met.
- Proficient with computer software and skills to analyze data, prepare and generate reports in spreadsheets and databases.
It is preferred that qualified candidates also have:
- Knowledge and understanding of environmental documentation including NEPA and SEPA, and environmental permits in relation to transportation projects.
- Experience preparing and writing environmental review documents and environmental permit applications.
- Certification as Engineer-In-Training (EIT or FE).
- Experience in analysis of environmental issues and problems that involve transportation issues and compliance.
- Possession of a valid Driver’s License.
Important Notes
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
