The Nevada Automotive Test Center (NATC) is currently seeking talented candidates for an Facilities and Logistics Operations Manager at our Silver Springs, NV location. At NATC, the Facilities and Logistics Operations Manager will support a team of engineers who design, manufacture, and test innovative automotive mobility solutions.


Founded in 1957, the Nevada Automotive Test Center (NATC) is a privately owned, independent test, evaluation, design and engineering facility offering development and certification testing to customers worldwide. Summary/Objective:

The Facilities and Logistics Operations Manager reports to the company executives and is responsible for managing the design, planning, construction and maintenance of equipment, machinery, buildings, inventory and other facilities and resources including the administration of licensing, permitting, and correspondence with federal and state regulatory agencies and compliance with associated regulations. The position plans, budgets, and schedules facility modifications, including estimates on equipment, labor materials, and other related costs.


Essential Functions:

  • Supervises the 10-15 personnel of the Facilities, Security, Commissary and Janitorial departments.
  • Oversees the planning, including budgeting and scheduling, and execution of tasks for building space allocation and layout, and facility expansion.
  • Oversees Government Furnished Material (GFM) and ammunition storage and inventory management for compliance with BATF&E and DOD requirements including facility security clearance compliance.
  • Inspects construction and installation progress.
  • Manages day-to-day facility maintenance activities including facility security, janitorial, shipping/receiving, and preventative maintenance and replacement planning.
  • Ensures corporate licenses, permits, and policies are accurate, current, and in compliance with federal and state regulations.
  • Supports coordination with legal and professional contractors in managing rights, permits, leases and issues associated with Company facilities for the beneficial use and retention for Company use.
  • Reviews and updates policies related to facility operations as laws change.
  • Ensures company policies and guidelines, as set forth in the Corporate Safety Plan are followed; maintains a safe and clean work environment; collaborates with Managers to ensure compliance with OSHA, local, state and federal regulations.
  • Communicates current state of legislative/regulatory issues for facilities/operations to company management team and recommends the company?s position.
  • Develops and updates compliance issues in manuals for facilities/operations, as directed.
  • Develops/modifies company forms and contracts used in business operations for facilities/operations.
  • May assist with facility/operations regulatory and compliance training.
  • Develops and administers the annual budget for facility operations.
  • Live fire range operation and safety procedures implementation
  • Support staff planning and recruiting
  • Coordinates use and priority of maintenance shop space, personnel and equipment in support of direct and indirect project activities.
  • Communicates with DoD facilities and offices in support of planned and ongoing contracts.
  • Plans and organizes emergency response protocols.
  • Participates in management planning sessions and project status meetings as appropriate.

    • Munitions and explosives storage, inventory, safety, and licensing (Federal Explosive License)

  • FAR
    • Federal Acquisition Regulations ? Part 45 prescribes policies and procedures for providing Government property to contractors, contractors? management and use of Government property; and reporting, redistributing, and disposing of contractor inventory.
  • Bureau of Land Management
    • Maintain and monitor the Special Use Permit with local authorities.
    • Monitor the Right of Way requests submitted to the Bureau of Land Management.
    • Monitor land sales and transfers that may or may not affect the company operations.
    • Report grazing permit data to BLM annually.
    • Maintain mining claims, ensuring they are in good standing
  • OSHA ? Interface and maintain communications on behalf of company
  • EPA - Interface and maintain communications on behalf of company
  • Fallon NAS - Interface and maintain communications on behalf of company for range operations, facility usage and radio operations
  • FAA - Interface and maintain communications on behalf of company

State and Local

  • Nevada Division of Environmental Protection (NDEP)
    • Manage, test safe drinking water and report quarterly and annually on water quality for public water system permit.
    • Monitor septic tanks and report for annual permit.
    • Monitor, test underground fuel storage tanks and report for state annual permit.
  • Lyon County ? interface to inform them of pertinent activities and understand relevant activities in the community
  • Others
    • Monitor, test Radiation Safety Program and report inventories for State Health Division annual radiation license and permit for X-ray machine and Troxler gauges.
    • Maintain and monitor hazardous waste materials permit and reporting requirements.
    • Maintain state mines permitting and safety training coordination for dirt crew operations.
    • Manage company safety program to monitor, inspect, conduct Safety Committee meetings and respond to any state reporting requirements.
    • Manage State Fire Marshal Hazardous Materials Permit inventory, monitor and report hazardous materials stored on facility to the State Fire Marshal?s office for maintaining an annual hazardous materials storage permit.

Supervisory Responsibility:

This position supervises lead personnel including various contracting crews, janitors, facilities and building maintenance personnel, security personnel, and commissary personnel.


Work Environment:

Work is regularly performed in a combination of office, outdoor, and shop environments and is regularly exposed to dust, odors, oil, fumes, and noise.

Position Type/Expected Hours of Work:

This is a full-time salaried position. Standard days and hours of work are Monday through Friday, 8:00 a.m. to 4:30 p.m. However, the position requires overnight on-call duty and the ability to work during non-standard hours when the need arises.
