Job description
This position supports the Wisconsin Energy Institute (WEI), the Great Lakes Bioenergy Research Center (GLBRC), and all other programs which are housed within the WEI.
The HR Manager will manage the human resources functions for the WEI and the GLBRC.
This position reports directly to the WEI Administrative Director and interacts collaboratively with WEI faculty and staff, as well as GLBRC Leadership. Over 110 appointments of varying types (Academic Staff, University Staff, Employees-in-Training, Students, Honorary) are held with WEI as their home department, with hundreds of other funded and un-funded GBLRC collaborators housed in Schools, Colleges and other Institutes across the UW-Madison campus and at other institutions.
The HR Manager will be the primary administrative point of contact with HR colleagues in the Office of the Vice Chancellor for Research and Graduate Education (OVCRGE).

- 15% Identifies, designs, implements, and monitors Human Resources and staff training programs consistent with strategic objectives and initiatives
- 45% Identifies, proposes, implements, and interprets employment policies and practices for stakeholders, and provides recommendations for changes
- 10% Monitors programs and practices to ensure compliance with human resources laws, regulations, and institutional policies
- 20% Serves as subject matter expert to support unit managers' alignment of business needs and human resources strategy
- 10% In collaboration with International Faculty and Staff Services (IFSS), prepares visa applications and ensures compliance with immigration policy.

Well-qualified applicants will have the following preferred experience:
2+ years of professional experience working in human resources functions such as recruitment, compensation, employee relations, visa processing, benefits, and payroll.
Ability to interpret University of Wisconsin policies and procedures as well as federal and state laws and statutes related to human resources.
Professional experience in communicating complex information related to employment law and or HR policies.
Demonstrated analytical and decision-making skills.
Ability to plan established priorities and organize varied complex tasks.
Excellent oral and written communication skills.
Demonstrated ability to prioritize workload, manage multiple projects and deadlines effectively, follow through on tasks, and work unsupervised.
Ability to communicate with tact and discretion in difficult employment and personnel situations.
Ability to use web-based human resource information system HRS or applicant tracking systems for human resource functions such as recruitment compensation benefits payroll.
Strong aptitude for learning new HR related software and programs.
Proficiency in Microsoft Office (including Outlook, Word, Excel and PowerPoint)
