(Administrative Contract)
Job Objective:
Administer the district’s human resources program by analyzing personnel needs and developing innovative recruitment strategies to recruit, develop, and retain highly effective teachers, leaders, and staff members committed to continuous improvement and excellence.
Minimum Qualifications:
Master’s degree in educational leadership or closely related field.
Valid Ohio administrative license appropriate for the assignment.
Experience serving in a supervisory role.
Documented evidence of a clear criminal record.
Credentialed in OTES (Ohio Teacher Evaluation System), OPES (Ohio Principal Evaluation System), and OCES (Ohio Counselor Evaluation Systems).
Building based leadership experience and/or prior Human Resources experience
preferred.
3-5 Years HR Experience
Responsibilities and Essential Functions of the Position:
1. Directs the effective delivery and continuous improvement of human resource services.
2. Develops performance goals and a strategy to accomplish approved objectives within specified time lines. 3. Maintains effective communications with staff to resolve problems and sustain progress.
4. Upholds board policies and administrative procedures, and complies with the Employee Code of Conduct.
5. Promotes a favorable image of the school district. Upholds computer technology acceptable use policies.
6. Participates as an active member of the district’s management team. Helps develop and implement the district’s continuous improvement plan.
7. Administers board-approved budget.
8. Monitors employment laws. Upholds all local, state, and federal laws, rules, and regulations. Develops procedural protocols necessary to comply with legislative mandates.
9. Collaborates with district administrators to interpret census data, student enrollment, and emerging personnel needs.
10. Directs the posting of certified and classified positions. Interviews job applicants. Conducts background investigations. Recommends the appointment of job applicants. Ensures that employees are placed on the correct salary schedule. Formulates salary schedules for certified and classified positions.
11. Manages the district’s master staffing report.
12. Oversees time and attendance for central office staff payroll.
13. Approves professional and personal leave request for all staff.
14. Ensures all staff have appropriate ODE licenses for positions. Serves as district e-signer for ODE licensure request.
15. Issues and maintains all employment contracts.
16. Consults with district administrators to recommend supplemental service contracts.
17. Recruits and maintains a pool of qualified substitutes.
18. Coordinates employee orientation and performance evaluation programs. Serves as the district administrator for Ohio’s eTpes evaluation system.
19. Manages and coordinates the District’s Resident Educator Program. Coordinators all mentors and mentor training.
20. Administers continuing contracts, demotions, transfers, non-renewals, and termination processes.
21. Administers the district’s workers’ compensation, unemployment, and FMLA programs.
22. Administers employee benefit programs.
23. Develops job descriptions for new positions and updates existing documents.
24. Participates in negotiations with bargaining units regarding terms/conditions of employment.
25. Expresses high expectations for staff. Helps plan, implement, and evaluate staff development programs. Works with supervisors to improve staff competencies.
26. Participates on LPDC to ensure successful completion of all certification and licensure tasks.
27. Promotes positive employee relations. Helps resolve problems. Coordinates regular labor/management meetings.
28. Updates and upholds the Employee Code of Conduct.
29. Completes required state and federal reporting documents.
30. Creates District calendar and all employee work calendars.
31. Serve as the District’s Compliance Officer.
32. Oversees the timely submission of reports, records, and inventories. Maintains district records for the maximum period mandated by law and/or board policy.
33. Respects personal privacy. Maintains the confidentiality of privileged information.
34. Maintains visibility and participates in school activities as time permits.
35. Encourages parent organizations and supports student activities as time permits.
36. Reports evidence of suspected child abuse as required by law.
37. Builds community partnerships that enhance district programs and services.
38. Participates in national, state, and/or regional activities that advance district goals.
39. Participates in professional growth opportunities.
40. Accepts responsibility for personal decisions and conduct. Strives to develop rapport and serve as a positive role model for others.
41. Performs other specific job-related duties as directed.
