GENERAL DESCRIPTION:

This position exists to administer claims for the flex benefits plan; process fiscal transactions for the section through WOLFS; respond to customer inquiries for the section's multiple specialized products (health, dental, life, flex, STD, LTD, vision and long-term care) accurately and timely for more than 35,000 members including Executive Branch, University of Wyoming, Community Colleges, School Districts, and retirees.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Organization of claims (alphabetize, storage, archive).
  • Verification of claim eligibility utilizing the Flexible Benefits Book and highly technical Internal Revenue Service (IRS) Section 125 rules.
  • Audit submitted claims for accuracy and required documentation.
  • Enter verified claims into the Employees' Group Insurance flexible spending processing system; utilizing system correspondence to request additional information or deny reimbursement when appropriate.
  • Requires high levels of technical knowledge of claims processing software.
  • Provide a high level of customer service to members, HR staff, beneficiaries, and others.
  • Respond to customer inquiries for the section's multiple specialized products (health, dental, life, flex, STD, LTD, and vision) accurately and timely for more than 35,000 members including the Executive Branch, University of Wyoming, Community Colleges, School Districts, and retirees; this includes but not limited to answering questions (either in person or by telephone) regarding forms, eligibility, premium rates, enrollment/termination requirements, family status changes, retirement, death benefits, general insurance information.
  • Educating members on requirements for benefits enrollment and claims submission.
  • Performs customer outreach to correct incorrect claims and enrollment submissions.
  • Documenting pertinent call information on customer inquiries/contacts in call log software.
  • Receives and organizes large volumes of claims and paperwork.
  • Attend and present at benefit fairs to better serve our customer population.
  • Processing of benefits enrollment for specialized products (health, dental, life, flex, STD, LTD, and vision), requiring specialized knowledge of eligibility rules and plan enrollment information requirements.
  • Verify documents received are complete, accurate, and timely.
  • Enter the appropriate information into the EGI database for the insurance coverage selected.
  • Process enrollment/transfer/termination forms for employees accurately and timely into the EGI database for applicable elections, i.e., Health, Dental, Flexible Spending, and Vision.
  • Process fiscal transactions for EFT deposits for flexible benefit reimbursements.
  • Assure all necessary fiscal applications/forms are completed in entirety and submitted to the state accounting department to process through Auditor's office.
  • Maintain Employees' Group Insurance inventory and submit to the state accounting department.
  • Requires knowledge of state accounting and purchasing rules and requirements.
  • Maintain state-issued purchasing card; order EGI supplies and maintain office inventory.

Qualifications

KNOWLEDGE:

Knowledge of insurance eligibility and enrollment processing.

  • Knowledge of state and federal employment laws.
  • Knowledge of human resources regulations and payroll processes.

Education:*
Bachelor's Degree (typically in Human Resources)
**Experience:
0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resource Benefit Specialist
**OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resource Benefit Specialist
