Duties

IT Specialist (Policy and Planning)

  • Information Technology Planning:
    • Analyzes requirements and establishes plans of action for improving IT applications. Analyzes existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements.
    • Performs as plans and policy advisor to functional users of information technology. Develops and interprets policy for administering IT systems.
  • General IT and Communications Planning and Resourcing:
    • Implements IT and communications programs and special projects. Implements various IT and communications programs. Updates documentation and maintains listings of all authorized equipment for assigned programs.
    • Assists with contracting functions and budget preparation. Upon completion of feasibility studies and other projects designed to identify functional needs and changing business requirements for advancements in technology, prepares budgetary data for inclusion in financial plans in support of programs and projects.
    • Attends meetings and presents briefings. Participates in discussions, meetings, conferences, committees or special projects. Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with management and user representatives.
  • Adheres to management control plan requirements by conducting self inspection and staff assistance visits. Resolves identified discrepancies.
  • Performs other duties as assigned.

  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays.
  • Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives. Minimum requirements are specified in the most recent 8570 PD template on the A3CC Page of the GKO Portal at https://gkoportal.ng.mil/ang/A3/A3C/A3CC/Cyber%20Ops%20Templates/Forms/AllItems.aspx.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Direct deposit is mandatory.

Qualifications

To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:

Specialized Experience:

One year of specialized experience at the next lower grade level (GS-09) in the federal service or equivalent experience in the private or public sector such as experience that demonstrated accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, assignments would show, on the basis of general design criteria provided, experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Accomplishments, in addition to those noted for the GS-9 level, normally involve the following, or the equivalent:

  • Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization;
  • Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and
  • Adaptation of guidelines or precedents to the needs of the assignment.

Education:

A Ph.D or equivalent doctoral degree.

-OR-

Three full years of progressively higher level graduate education leading to a Ph.D or equivalent graduate degree.

-OR-

A combination of education and specialized experience totaling 100 percent computed by dividing total months of experience by 12, then dividing the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18 and adding the two percentages together.
