This is a professional position that will provide support to the community through development, coordination, planning and evaluation of specific neighborhood programs; managing the Neighborhood
Resource Center; and providing technical assistance to neighborhood leaders and volunteers in the creation and development of neighborhood associations. The Neighborhood Planner will work in collaboration with other City departments as well as City partners such as CRA, DDA, Chamber of Commerce and City-approved homeowners associations. In addition, the position will be responsible for the development, management and coordination of neighborhood sanitation programs.

The work requires a high degree of self-motivation, independent judgment and strong communication skills as well as extensive knowledge of City codes and policies. Work is performed under the general supervision of the Neighborhood and Community Services Director.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Integrate neighborhood planning with the City's Comprehensive Plan to further its goals, objectives, and policies. Plan, promote and administer neighborhood programs and services, including forming neighborhood associations, assisting neighborhoods in setting goals and objectives, utilizing available resources.
  • Plan, develop and manage neighborhood sanitation programs and services including the adopt a street program, litter prevention program, neighborhood clean-ups, and education and outreach to schools for general recycling projects and programs.
  • Plan, organize and manage special projects, Neighborhood Action Plans and events to promote the betterment of City Neighborhoods that furthers the Goals, Objectives and Policies of the City's Comprehensive Plan.
  • Plan, organize and manage activities carried out at the Neighborhood Resource Center and provide general oversight of the facility.
  • Prepare reports and presentations for neighborhood groups, City and CRA.
  • Respond to questions from neighborhood associations and general residents regarding issues, concerns and problems affecting the quality of life in residential neighborhoods; and identify solutions and resources to address these neighborhood issues.
  • Develop and coordinate communication strategies to promote the department's programs, services and accomplishments with internal and external entities through City and departmental publications, brochures, information packets, reports, newsletters, the media and websites.
  • Plan, organize and implement public relations and outreach effort for the Department. Facilitate meetings of citizens, neighborhoods, business groups and task forces for City initiated matters as it relates to the Neighborhood and Community Services Division.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Fosters positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor's degree in Urban Planning, Public Administration, Public Relations or Business.
  • Two (2) years experience in planning, preferably in neighborhood planning, developing and administering community outreach programs in a public agency or an equivalent combination of training and experience.
  • A masters degree may substitute for one (1) year of experience.
  • Must possess a valid Florida Driver's License.
  • Skill in computer input/desktop publishing, file maintenance and preparing correspondence.
Knowledge of the City's Land Development Regulations, Comprehensive Plan, Housing Codes and other ordinances affecting residential neighborhoods. Knowledge of Florida Statutes: FS 718 – Condo Regulations; FS 617 – Not-for- profit Organizations, specifically 617.301 – Homeowner Associations. Skilled in public speaking, including making presentations, conducting workshops and presenting ideas and issues clearly and concisely orally and in writing. Ability to work effectively with diverse groups. Excellent oral and written communication skills, use of computer including basic computer software packages. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
