Background

In support of America's foreign policy, the U.S. Agency for International Development leads the U.S. Government's international development and disaster assistance through partnerships and investments that save lives, reduce poverty, strengthen democratic governance, and help people emerge from humanitarian crises and progress beyond assistance. The USAID Administrator provides overall direction to the Agency in its administration of the U.S. foreign economic assistance programs and the appropriations made available for such purposes under the Foreign Assistance Act of 1961, as amended.
The Office of the General Counsel (GC) provides legal advice, counsel, and services to the Agency and its officials and ensures that USAID programs are administered in accordance with legislative authorities. GC serves as the Agency's Chief Legal Officer and is the principal advisor to the Administrator on Agency-wide policy matters. GC also advises on legal matters concerning the operation and administration of USAID programs, and on matters relating to legislation or proposed legislation affecting USAID. GC provides advice and guidance on congressional investigations and determines what legal courses of action are appropriate for the Agency. GC also maintains liaison with other government organizations to provide advice or assistance in interpreting or applying the legal authorities of the Agency and represents USAID in connection with legal matters affecting it.
Scope of Work
The Paralegal performs a variety of legal administrative tasks to support the attorneys or litigation teams. The Paralegal analyzes the legal impact of legislative developments and administrative and judicial decisions, opinions, determinations, and rulings. He/She conducts research for the preparation of legal opinions on matters of interest and performs substantive legal analysis of requests for information under the provisions of various acts. The incumbent performs other similar legal support functions which require discretion and independent judgment in the application of specialized knowledge of laws, precedent decisions, regulations, agency policies, and judicial or administrative proceedings.
Duties and Responsibilities
- Provides support and assistance to attorneys handling administrative and federal litigation throughout the life of a case;
- Reviews issue materials to become familiar with questions under consideration;
- Searches for and summarizes relevant articles in trade magazines, law reviews, published studies, financial reports, and similar materials for use of attorneys in the preparation of opinions, briefs, and other legal documents;
- Reviews legal documents to extract selected data and information relating to specific issue;
- Searches and extracts legal references in libraries and computerized data banks;
- Verifies citations and legal references on prepared legal documents; and
- Under supervision, drafts and edits non-legal memoranda, research reports, and correspondence relating to an issue.

Required Qualifications
- Proficiency in the use of Google Applications and Microsoft Office Suite (Word, Excel, Power Point);
- Ability to work in a fast-paced environment with competing and shifting priorities;
- Ability to efficiently multitask and prioritize workload accordingly;
- Ability to establish and maintain effective working relationships and interact with people at all management and support levels; and
- U.S. citizen eligible to obtain a secret level security clearance.
Education
Bachelor’s Degree in Law or related field or a Paralegal certificate from an accredited institution and two (2) years of relevant experience
USAID Assumptions and Constraints
- Support may be required outside of core hours. The contractor will be notified in advance if after-hours support is required; and
- Travel not required.
