The Passaic County Human Services Department is seeking a Restorative and Transformative Justice Coordinator. Under direction, performs the moderately complex tasks involved in preparing plans for the development, promotion, and implementation of programs to meet the social needs of juvenile delinquents; does related work as required.

• Using available information, conducts initial surveys to determine the social service and other needs of juvenile.
• Carries on a continuing survey of existing services for juveniles, ascertains gaps in services, and initiates negotiations to expand existing services or to institute needed services not in existence.
• Acts as coordinator between community groups, public and private agencies, and other groups in developing, maintaining, and/or expanding social service projects such as family counseling, educational programs, substance abuse counseling, career training, recreation/athletic, family advocacy, and so forth.
• Collects and analyzes data to evaluate the practicality and feasibility of new and supplementary programs.
• Using information from community organizations, county and municipal governments, and statistical data from field staff, develops plans to implement new programs to meet the needs of juveniles.
• Reviews funding proposals to determine their eligibility, completeness, and technical content.
• Recommends to the superior the approval, disapproval, or further exploration of the need for service indicated by the proposal as the result of proposal review.
• Works in cooperation with other agencies to isolate human service problem areas on the county and/or community level with a view toward implementing new programs.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the programs.
• Meets with representatives of voluntary organizations to brief them on available resources, learn of their plans, and encourage program coordination.
• Advises the public of needs and accomplishments of youth programs.
• Solicits cooperation of government agencies for assistance in operating these programs.
• Oversees and coordinates the work of the Restorative and Transformative Justice Hub and evaluates performance.
• Coordinates data collection through the Hub to the county, state, and project research and evaluation teams.
• Trains, and orients program and Hub staff as to goals, objectives, programs, activities, policies, and procedures of the RTJ project.
• Speaks before community groups and organizations and maintains rapport with a variety of community resources.

KNOWLEDGE AND ABILITIES:

• Knowledge of Restorative and Transformative Justice concepts practices and models.
• Knowledge of objectives and activities of varied types of social agencies and their relationship to youth activities, interests, and problems.
• Ability to organize, develop, and supervise a variety of youth-oriented programs.
• Ability to provide advice and assistance to HUB employees and partner agency staff.
• Ability to work harmoniously with associates, and other agencies and groups active in the social service field.
• Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Education: Possession of a bachelor’s degree from an accredited college or university.

Experience: One (1) year of experience in the development of programs designed to solve the socioeconomic needs of the youths of the local communities, which shall have included responsibility for the research, negotiation, and/or writing of proposals for youth service programs. NOTE: Possession of a master’s degree from an accredited college or university with concentration in the field of human or social services may be substituted for the above experience.

Note: Applicants who do not possess the required education may substitute additional experience as indicated below on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

License: Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
