Program Specialist IV
Under the supervision of the Finance Operations (FO) Budget Director, the Program Specialist IV (PSIV), performs specialized services and technical assistance work. Work involves planning, developing, and implementing budgetary management of positions established within Access and Eligibility Services-Financial Operations (AES-FO), and providing consultative services and technical assistance to Financial Operations management as well as to others. Assists with purchasing and travel activities and provides technical assistance to staff on administrative processes and procedures. Monitors centralized work, enters data in SharePoint and monitors for assignment completion. Position assists with special projects, as assigned. Work is performed with moderate latitude for the use of initiative and independent judgment.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF #1. Collects, organizes, analyzes, and/or prepares materials in response to program requests. Monitor requests submitted via the AES-FO mailbox and creates, assigns, provides technical assistance, and monitors assignments. Tracks assignment deliverables and due dates to ensure submission and completion by AES-FO. Reviews and synthesizes assignment submissions, ensures grammatical accuracy, obtains approvals from leadership, and submits assignments timely. (40%)

EJF #2. Position Control, Coordinates and collaborates with program staff in program planning, development, implementation, analysis, and documentation of staffing management, which includes assisting with Career Tracks, Management Directed Transfers, Minor Attribute Changes, etc. in CAPPS HR in coordination with HHSC Central Budget Office. Provides advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to Position Control. (40%)
EJF #3. Travel coordinator, which includes all tasks associated with employee travel. This includes airline reservations, hotel reservations, rental car arrangements, travel card processing, and reconciling travel forms. Scan and send travel details to State office accounting for processing in CAPPs Financials. (10%)

EJF #4. Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures. Assists in developing program policies, procedures, standards, and manuals in accordance with program objectives and goals. Manages Special Projects and performs other duties as assigned. (10%)


Knowledge Skills Abilities:
Knowledge of local, state, and federal laws related to the Position Control and Position Management.
Knowledge of general office practice and administrative procedures.
Knowledge of local, state, and federal laws regarding government office purchasing and travel.
Skill in working in an office supporting several staff members.
Skill in scheduling and coordinating meetings.
Ability to understand and interpret pertinent policies and procedures accurately and clearly.
Ability to communicate effectively orally and in writing.
Ability to organize, track and prioritize tasks and deal effectively and courteously with staff and the public through telephone, email, and personal contact.
Ability to maintain confidential information.
Ability to gather, assemble, correlate, and analyze facts to provide guidance to others.
Skill in the use of computers and programs such as Microsoft Outlook, Word, Excel, PowerPoint, and SharePoint.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in a field relevant to the position is preferred. Experience in a field related to the essential job functions may be substituted for one education requirement.
Experience in a field related to Position Control.
Experience with CAPPS Financial and purchasing.
Experience with coordinating travel and completing travel reconciliation.
Experience with Microsoft Office including SharePoint.
