Responsibilities:
Manages projects for Central Projects

Understanding a project's size, complexity, and risks in order to outline an appropriate execution strategy for the project.

Generating creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules.

Coordinating and managing internal Phillips 66 resources and external resources required for project development.

Consulting with operations, maintenance, and technical support staff to verify operability of projects in development.

Managing engineering, procurement, and construction activities of contractors.

Developing and presenting project status reports to senior management.

Effectively working cross-functionally across various functions to articulate and secure functional support for the project.

Basic Requirements / Required Skills & Competencies:
Legally authorized to work in the job posting country

Bachelor’s Degree in Engineering

10 or more years of project experience working in the oil, gas or petrochemical industry

5 or more years of experience working as a Project Manager with sole accountability for the project

Preferred Skills & Competencies:
Professional Engineering License (PE)

Variety of experience in areas of Projects such as a specific Engineering discipline, Construction execution or Project Controls

Experience as lead Engineer with an Engineering Contractor

Experience in the Operating and/or Maintenance Departments

Excellent communication and negotiating skills

Proficiency in written communications and presentations

Field experience in construction related activities

Experience in contract dispute resolution and claims management

Experience as Company Representative in a fabrication yard

Experience with the Project Approval Process and in preparing supporting documents

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
