  • Gains situational awareness of newsworthy programs, people and efforts at Edwards AFB and reports them to the public. Use PA skills, abilities, strategies, tactics and tools to facilitate coverage of EAFB, and produces written, web-based and photographic products that successfully tell the Edwards story and brings positive awareness of Edwards AFB to a broad audience.
  • Ensures truth, transparency, timeliness, accuracy and authenticity in all products. Reports the news using a balanced approach, includes appropriate attribution, maintains the integrity of direct quotes and research materials, and applies Associated Press Style Guide to all products. Maintains deadlines established by contract and coordinates news items with appropriate agencies to give commanders advance notice of coverage intents.
  • Conducts the EAFB Environmental PA program. Ensures environmental issues are presented to a broad audience through command information, media and community relations, the Installation Restoration Program and the Restoration Advisory Board. Reviews and releases, or requires revision, of environmental products from the 95 CE/CEV, and provides turn-around within three business days of submission. Provides EAFB leaders advice and counsel on environmental PA issues.
  • Manages and operates the EAFB Unit Public Affairs Representative (UPAR) program IAW local OIs and the 35 series AFIs to engage Edwards employees in reporting unit-level news and happenings, and provides editorial support that allows them to function successfully as journalists supporting the EAFB PA mission.
  • Manages and operates the Desert Wings newspaper and base webpage IAW local Ois, the 35 series AFIs, and in accordance with EAFB's commercial enterprise contract with Aerotech. Writes articles and editorials, designs content for publication, takes and produces photography for publication, solicits content from EAFB organizations and associated units for publication. Coordinates with commanders prior to publication and posts stories and information to the base webpage, and meets deadlines established by contract.

  • This position is Situational Telework Eligible (must reside in the local area) for UP TO a maximum of 80% of the time. Telework time and telework schedule will be at the discretion of the Selecting Official, and implemented after entrance on duty.
  • Proficiency in Microsoft Office, to include Word; Proficiency in Adobe Photoshop and Bridge; Proficiency in photography, photographic techniques and using a professional grade camera such as Nikon and/Canon
  • Obtain and maintain Security clearance of Non-critical Sensitive (Secret).
  • Knowledge of Military Science, Air Force Mission.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year

In order to qualify, you must meet the specialized experience requirements described in the office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located HERE .


SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include: You must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: applying comprehensive and thorough knowledge of laws, regulations, Executive orders, court decisions, and issues related to equal employment opportunity programs and skill to apply this knowledge to a variety of difficult and complex work assignments; Knowledge of the organizational structure, management policies, procedures, and practices; knowledge of basic principles involved in recruitment, selection, labor relations, job evaluation, and other personnel areas; thorough and detailed knowledge of and skill in employing the methods and techniques typical of the program including fact-finding, analysis, and resolution of complex problems; identifying equal employment opportunity problems and developing concrete action plans to solve these problems to advise managers on appropriate courses of action to eliminate barriers to equal employment opportunity.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of communication theory and Public Affairs principles and the practices used to implement them, and skills in oral and written communications, the ability to apply accepted English and journalistic standards, and to convey complex information to audiences with varying levels of understanding.
2. Knowledge and understanding of media relations programs, community relations programs, command and public information programs, crisis communication and security and policy review functions of the Air Force, Air Force Material Command, the Air Force Flight Test Center, and Edwards Air Force Base.
3. Skills in gathering, evaluating, and interpreting data to identify potential problems, arrive at useful conclusions, and offer meaningful resolutions and recommendations.
4. Skills in working with people to maintain successful working relationships with groups interested in, or affected by, Public Affairs programs and policies.
5. Skills in organization with the ability to plan and apply programs, prioritize tasks of varying degrees of complexity, and complete them within established deadlines.
6. Skills in using computer and multimedia technologies to enhance communications reach, salience and frequency.
