The mission of the Office of Radiation Protection is to make sure that radiation dose to all people in Washington State is minimized as much as possible. The scope of this mission pertains to both the legal use of radioactive material, or from an incident involving the release of radioactive material. The release of radioactive material may occur either by accident or by malintent.
The Radiation Protection Budget Consultant (HSC3) will:
- Manage contracts and budgets related to radiation exposure training.
- Track, evaluate and plan corrective actions to training aimed at health services and deliverables regarding radiation exposure and the related health impacts, health policies and procedures.
- Implement and maintain training programs for assessing radiation risk to human health during radiation incidents.
- Develop and maintain contracts, budgets, work plans, and spending plans with the Section Manager and ORP Budget Manager.
- Lead the monitoring of the monthly budget status for each funding source and coordinate with the section regarding the spending plan.
- Support the coordination of contracting activities with outside administrative agencies and with the Department’s contracts and grants office.
- Lead the development and maintenance of the Internal/External Training database and all associated training plans and records.
- Lead the maintenance of the roster for qualified emergency response professionals and coordinate the needed training for each position.
- Lead the development and maintenance of the process to integrate the lessons learned into the correction action planning process to make sure the health products we share with response partners are completed and communicated.
- Record and communicate public health risk in response to or preparation for preparation radiological incidents.
- Develop and maintain proficiency as the:
- Protective Action Decision Group Information Coordinator.
- Protective Action Recommendation Group Information Coordinator
- Community Reception Center Dose Tracker.
- Community Reception Center Portal Monitor Operator.
- Community Reception Center Personnel Surveyor.
Assessing this risk requires trained ORP responders to have the ability to model, survey, decontaminate, communicate, and record radiation related health impacts to members of the public and responders. This information is coordinated and shared with the affected individuals, local health departments, and health care professionals within the appropriate processes.
The REP section employs radiation, logistical, and administrative professionals to make sure this readiness exists within the ORP and is coordinated with all other responding internal/external entities.
Responding external entities include but are not limited to Fire/Hazmat, Fire/Medic, EMS, Law Enforcement, hospitals, local heath jurisdictions, local emergency management agencies, various state and federal governmental agencies, tribal nations, non-governmental entities, and volunteer organizations.
The REP section does not receive any state general funds to accomplish this work, we rely on multiple contracts we must develop and manage to fund all aspects of our work.

Required Qualifications
Option 1: Four (4) or more years of experience in one or more of the following:
- Providing technical assistance and consultation in maintaining databases.
- Providing support and coordination in contract and budgeting activities.
- Providing customer service to medical professionals or governmental agencies, or businesses, in supporting a health or environmental program.
- Working with a fee-based licensing, permitting, or registration program.
- Conducting assessment and/or data surveillance activities to assist with evaluating the effectiveness of a health or environmental program.
Two (2) or more years of experience assisting with, coordinating, or managing projects.
Option 2: A Bachelor's degree in management information systems, computer sciences, business administration or closely related field; and three (3) or more years of experience assisting with, coordinating, or managing projects.
Desired Qualifications
- A Master's degree or higher in business administration, management information systems, computer sciences, or closely related field; AND two (2) or more years of experience directing and/or overseeing medium to large projects.
