POSITION SUMMARY / ESSENTIAL FUNCTIONS

The Safety Officer is to be in control of all STCW/emergency preparedness training, oversee safety training, promote safety awareness, to carry out safety risk assessments/safety incident investigations and follow up onboard. Subordinated and reporting to the Safety Officer is the Firefighter/Fireman and Safety Secretary.
  • Identify, plan, arrange and conduct, or oversee and assess all training in safety matters onboard
  • Be familiar with and active in the company’s Safety and Environmental Management System (SEMS)
  • Monitor that Departmental Heads are instructing crew members in the company’s SEMS and monitor that all requirements in the system are followed
  • Work with Managers and Supervisors to confirm that they are aware of their safety responsibilities and that they are ensuring the teams under their guidance are utilizing safety procedures and promoting safety awareness and also increase their ability to achieve this through training and safety follow ups
  • Utilize the Safety Theme of the Month to expand on safety forums by departments, thereby increasing the overall vessel’s safety consciousness of a general safety issue or safety subject
  • Receive near miss reports and useful safety suggestions and where applicable forwarding them for fleet attention or adoption
  • Carry out safety risk assessments, propose improvements or changes to procedures to enhance safety and assist in safety investigations to find the root cause
  • Arrange together with the Personnel Manager an opening time at the Personnel Manager's office for sign on crew, receive required documentation from the sign on crew, and make sure that all safety numbers are properly manned.
  • At all times keep the vessels computer records and file system regarding crew’s safety competence updated.
  • With the Firefighter/Firemen carry out random checks on firefighting equipment.
  • View the Fire Equipment Log and communicate to the Staff Captain any deficiencies that may require shoreside resolution.
  • Monitor, plan, conduct, coordinate or record the training and drills for Officer/Crew Familiarization, among others
  • Be responsible for the planning, briefing, execution, debriefing and registration of the drills.
  • Serve as the Chairman of the Crew Safety and Environmental Committee.
  • Be responsible for identifying the need for training and education regarding safety matters and arrange with qualified instructors in subjects where the Safety Officer is not qualified for the training.
  • Update the vessel's Safety Bulletin Board
  • Performs other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
  • Must be familiar with the Safety and Environmental Protection Policy and the SEMS, and carry out the policies and procedures appropriate for his/her position.



QUALIFICATIONS / REQUIREMENTS


  • Minimum of two years’ experience training STCW classes at a Bahamian Maritime Authority approved STCW educational/training center is required.
  • Basic to Intermediate level of knowledge and experience of how national and international laws apply in the maritime industry is required.
  • Intermediate to Advanced level English verbal and writing skills, including the proper use of English grammar is required.



EDUCATION
  • High school diploma or foreign equivalent is required.
  • Position-specific STCW training from an accredited educational institution is required.
  • An Unlimited Second Engineer License or higher is preferred.
