This is responsible and professional level work of a highly technical and supervisory nature involving the direction of activities and the coordination, design, procurement, and construction monitoring of all phases of complex public sector capital improvement projects for water and wastewater pumping and treatment facilities, collection and conveyance systems and related water resource facilities. Work involves the responsibility for the overall coordination of public sector capital improvement projects to include assembling plans and specifications for bid packages, managing through outside consultants the preparation and advertisement of construction documents, reviewing bids, selecting consultants and contractors, negotiating scope, fees, and schedules, monitoring the progress of design and construction work, approving payments, and preparing status and final reports. Work includes preparation and review of project scopes and budgets, establishing project timelines and an efficient sequence of events, coordinating with consultants to assure compliance with the plans, and oversight of the construction process. This position will also oversee Department asset management and other utility management initiatives for the protection of public health and regional water quality. Work requires the exercise of considerable independent judgment, initiative, and ingenuity; productive interaction with City officials, other governmental agencies, contractors, and the public; and the ability to competently and independently manage a workload that may include competing demands and challenging deadlines.

Salary: $76,211 - $122,138 DOQ

Minimum Qualifications. Applicants must:

• Have a valid Bachelor’s degree with major course work in engineering, construction management, architecture, landscape architecture, or a related technical field.

• Possess and continue to maintain a valid Driver License.

• Possess a minimum of five (5) years of experience in infrastructure project management and/or design and construction administration.

• Have considerable progressive experience in municipal infrastructure planning, design, and construction.

• Have significant experience managing multiple complex capital improvement projects.

• Have demonstrated abilities to specify materials and prepare plans, specifications, and cost estimates.

• Possess supervisory experience including the ability to schedule and review the work of highly skilled professional consultants and sub-professional employees.

• Be able to prepare reports, master plans, studies and conceptual drawings using land development principles.

• Be able to communicate clearly and concisely, orally and in writing.

• Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Desirable Qualifications. Preferred applicants:

• Have prior project management or executive leadership level experience with a water resources entity.

• Have prior experience or knowledge of divisions that support water resources operations, including, contracting, project management, asset management, engineering, finance, and business services.
