Roca’s mission is to be a relentless force in disrupting incarceration, poverty and racism by partnering with young adults, the police, and systems at the center of urban violence to create safety, address trauma, and find hope.

Roca is a fast-paced, data-driven, and relentless organization that annually serves nearly 1,300 young people at the center of urban violence – the young people most likely to shoot or be shot. Founded just outside of Boston in 1988, Roca operates a nationally acclaimed Intervention Model with five sites in Massachusetts, one in Hartford, CT and one in Baltimore, Maryland.

Over 35 years, Roca has learned that to impact urban violence, we must work directly with the young people and systems at the center of it. Roca’s Intervention Model engages this population of very high-risk young adults in an intensive four-year program to address trauma, teach life-saving cognitive-behavioral skills, and break the cycle of incarceration and poverty that traditional youth programs alone can’t break. And, because it takes all of us, Roca also helps institutions like police and state agencies change the way they work with young people who are traumatized and living at the intersection of gangs, drugs, poverty, violence, immigration challenges, and involvement with multiple public systems.

Roca’s approach is rooted in understanding brain development, neuroplasticity, and the impact of trauma on the brain; the Intervention Model is built on the foundational theories of Cognitive Behavioral Theory, Stages of Change and Systems Change.

Roca is in a period of tremendous growth as we continue to expand our direct service work, lead policy and system change initiatives in Massachusetts and Maryland, and increase our national footprint through the Roca Impact Institute. Complementing our direct service work, the Roca Impact Institute is the coaching arm of our work that scales Roca’s work to cities across the U.S. that are seeking proven approaches to community violence intervention. The Impact Institute enters into intensive, on-the-ground coaching partnerships, showing communities how to implement our research-based, trauma-informed approach violence intervention.

Supplemental Nutritional Assistance Program (SNAP) Through this initiative, Roca will enhance its internal capacity to ensure that every participant, across all of our programs in Maryland, is assessed for eligibility to receive SNAP benefits and if eligible, support enrollment and the re-verification process.

Position Description:

This position will report to the Director of Shared Services. This position will perform data administration, programming, and ensure that the SNAP deliverables for young adults in a coordinated effort internally, with the Roca Program/Site Directors, to support the assessment and enrollment of all participants on youth worker caseloads for SNAP Benefits.

Position Responsibilities:

• Maintain communication and work plans with Roca Program/Site Directors to coordinate participant assessment, enrollment, and re-verification process.
• Monitor and ensure on time delivery of referrals, and enrollments
• Complete reports and paperwork as required by projects
• Utilize Efforts to Outcomes (ETO) to manage daily/weekly priorities, outreach and target lists, schedules, etc.
• Maintain (ETO) database through data entry of all work with participants on a daily/weekly basis, completion of assessments and all other tools as required for evaluation purposes.
• Utilize ETO reports and data to track outreach efforts and participant contacts, referrals, assessments, case notes, and other information required.
• Participate in team meetings, participant reviews, program planning, trainings, etc.
• Demonstrate mindfulness for the resources (vehicle, tablets, outreach materials) and actively work to maintain their functioning.

Administrative/Grant Support

• Assist with daily administrative tasks including but not limited to: running daily program reports, maintaining schedules, logs, email correspondence, supervision schedules, etc.
• Assist with creating, tracking, and monitoring grant deliverables and processes, including but not limited to: external evaluation pre & post surveys with participants per grant requirements (i.e. DPH-TPP), reporting deadlines, site visits, etc.
• Assist with reconciliation of site expenditures for submission to fiscal department
• Assist Director with internal and external program reporting as needed
• Support the Director in internal and external communications and scheduling of meetings and trainings.
• Assist with other program logistics including resource management, supplies, vans, etc. as directed
• Support the Director with the timely completion of documentation related to any critical incidents

Performance Based Management (PBM) Tool & Data Compliance

• Monitor, track , and verify on time completion of all PBM tools and assessments for Baltimore Team
• Ensure completion of initial registration/intake process of new referrals (initial intake, consents, etc.)
• Monitor Change Assessment with all participants at baseline and all follow up intervals
  • Provide monthly lists for follow up dates of participants and support completion
• Monitor compliance of the following PBM Tools including
  • Complete Central Intake/Risk Assessment within 60 day eligibility period in ETO
  • Consent Forms signed and submitted within 60 day eligibility period
  • Monthly Workforce Readiness Assessment
  • Criminal Incident Form and follow up tracking
  • Employment Verification Forms
  • Daily/weekly recording of efforts/contacts and program attendance submission
• Track participants in Jail category to ensure minimum monthly contact with worker and/or designee and to track approximate release dates to inform caseloads and planning for re-entry
• Assist Director in running PBM reports to use regularly with YW team individually and collectively to inform progress and areas in need of improvement (weekly contact/standards reports for supervision & mtgs, dashboards, etc…)
• Assist with employment data entry/verification processes in ETO and other data entry as needed
• Other tasks as determined by Director

• BA preferred/Equivalent community experience accepted
• Understanding and experience working with young adults and high-risk young adults
• Minimum of three years’ experience working with young people
• Experience in street work, outreach, conflict resolution, violence prevention, etc.
  • Capacity to think and act intentionally and strategically to help young people change behaviors
  • Capacity for creative problem-solving, conflict resolution, violence prevention
  • Strong written and oral communication
• Excellent at organizing, managing and completing multiple complex projects and tasks simultaneously with thoroughness, accuracy, timeliness and good humor.
• Self-motivation, initiative, sound judgment, and commitment to ongoing learning are essential
• Ability to work as a part of a team

Requirements for the position:
