Description
The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky's current and future workforces. The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain and accommodate employees with disabilities.

We are seeking a Voc Rehab Program Specialist I to perform professional level vocational rehabilitation functions such as vocational assessments, rehabilitation counseling, job development and job placement functions, basic public relations functions, supported employment and/or vocational evaluation.

PROFICIENCY IN AMERICAN SIGN LANGUAGE (ASL) IS PREFERRED. THIS POSITION WILL WORK WITH CONSUMERS WHO USE ASL TO COMMUNICATE.

Key Responsibilities:
  • Under supervision, learn to make consumer assessments and provide vocational counseling. Collect, evaluate and interpret medical, psychological, vocational and other reports to determine eligibility for services and in determining needs for vocational rehabilitation services for consumers to prepare for, enter into, or retain employment; coordinate appointments for consumers.
  • Under supervision, work with employers to facilitate employment opportunities for consumers. Learn to provide job development, job analysis and follow-up services; assure job placement is consistent with consumers' unique strengths, abilities and interests and coordinate job coaching and other services needed from professionals.
  • Learn to plan and coordinate the delivery of vocational rehabilitation services based on assessments and Individual Plans for Employment (IPE); provide consumers with information concerning services, service providers, responsibilities and terms; monitor caseload budgets; assess the need for rehabilitation technology with supervisor's observations and approvals.
  • Under supervision, develop and maintain case documentation; interpret and apply agency policies and procedures and state and federal laws; enter data in the Case Management System (CMS); travel throughout the district to provide services to consumers.
  • Learn to create and maintain collaborative relationships with employers and other entities. Provide information on reasonable accommodation, disability awareness, labor market information, Americans with Disabilities Act, and work experience opportunities.
  • Perform other duties as assigned.
THIS POSITION WILL TRAVEL THROUGHOUT WESTERN KENTUCKY.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in rehabilitation, rehabilitation teaching or therapy, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education with emphasis in vocational counseling or a related field.

Working Conditions
Work is performed primarily in an office setting. Occasional travel will be required to coordinate services between customers and the agency.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
