Job description
The National Treatment Purchase Fund “NTPF” is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004. Its key functions are:
- To make arrangements with persons, whether resident in the State or elsewhere, for the provision or hospital treatment to such classes of persons as may be determined by the Minister, from time to time;
- To collect, collate and validate information in relation to persons waiting for hospital treatment and to put in place information systems and procedures for that purpose;
- To make arrangements with a person it considers to be appropriate, being proprietor of a nursing home, relating to the price at which long-term residential care services will be provided by such persons requiring such services, and who are in receipt of financial support under the Nursing Homes Support Scheme Act 2009;
- To furnish whenever it is so required by the Minister or on its own initiative, advice to the Minister on issues relating to its functions under this article; and
- To perform any other function in relation to the purchase of hospital treatment that the Minister may from time to time assign to it.
The Role
Waiting List Reform is responsible for leading the National Treatment Purchase Fund’s work in developing and maintaining processes and operational systems both within the NTPF and in respect of waiting list management in the health system nationally. By improving processes and systems, the Unit drives quality patient information, equity, improved governance, national standardisation, efficiency and the provision of access and shorter wait times for patients nationally.
The Unit currently has an established work stream to support the development and implementation of new and improved processes for Outpatient, Inpatient, Day Case and Planned Procedure waiting list management, and will expand to establish a work stream to support Radiology Diagnostic waiting list management.
Reporting of waiting lists for Radiology Diagnostics will be brought in line with international best practice otherwise known as “Best Practice Reporting”.
The Waiting List Reform Executive role reports directly to the Waiting List Reform Manager. The duties of the role will be as defined by the Waiting List Reform Manager, and may be adjusted in light of changing priorities.
The current responsibilities for the Waiting List Reform Executive are as follows:
- Management of the development and implementation of operational and technical processes and systems within the NTPF and wider health systems
- Development and implementation of processes to deliver ‘Best Practice Reporting’ nationally across Radiology Diagnostic Waiting List Management
- Development and delivery of National Training and Development Programmes across Radiology Diagnostic Waiting List Management
- Management of the Radiology Diagnostic Waiting List Management work stream
- Manage and report progress and deliverables
- Manage the day to day operations
- Management of Internal and National Subgroups established to support development and implementation of waiting list reforms.
- Gather and share information and ideas to support waiting list management reform, innovation and process improvement.
- Identify, socialise and test new processes and process improvements.
- Support the Waiting List Reform Manager with the management and supervision of the Waiting List Reform Team.
- Deputise for the Waiting List Reform Manager as and when required.
- Organise, participate in and facilitate Waiting List Reform Events.
- Collaborate and engage with stakeholders, external agencies and relevant health service agencies as necessary.
- Carry out any other duties which may be assigned by the NTPF from time to time.
