Job Summary

This position leads efforts to develop fiscal policy and management support for Home and Community Based Services (HCBS) Disability Waivers and other programs that support people with disabilities. This position provides leadership, management, planning and project coordination to assure access to home and community-based services and to develop and implement innovative solutions that support persons with a disability within the Disability Services Division (DSD), the Aging and Disability Services Administration and the Department of Human Services.

Responsibilities include, but are not limited to:

  • Serve as DSD lead in developing policy and program improvements related to the financial management and budgetary oversight of the disability waiver programs (i.e., Community Access for Disability Inclusion, Developmental Disabilities, Brain Injury and Community Alternative Care waivers) to help persons in need of waiver services access them at a reasonable pace.
  • Provide leadership and direct work of waiver budget management staff to assure compliance with federal guidance, legal agreements and Minnesota statute related to the financial administration of the disability waiver programs.
  • Provide leadership and direct work of the Waiver Reimagine-Individual Budgeting development and implementation work to align with federal guidance, Minnesota statute, and stakeholder feedback in the transition from current to future budgeting systems.
  • Collaborate with internal and external stakeholder to create and develop systems to improve programs for people with disabilities.

Qualifications

Minimum Qualifications

Three (3) years specialized professional experience in finance and/or budget management for a human services or community-based services program.

Experience must include:

  • Knowledge of Minnesota’s disability waiver programs, waiver programs, systems, financing, providers and related federal and state laws, regulations and reporting requirements;
  • Knowledge of information systems used by Minnesota’s Medicaid disability waiver programs;
  • Working understanding of the Waiver Reimagine Project;
  • Advanced skills in Microsoft Office Suite (Word, Excel, Access, PowerPoint), ability to learn, understand and apply new technologies.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures;
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns;
  • Knowledge of DHS financial management structure, and federal government auditing and reporting requirements;
  • Experience working on systems change efforts;
  • Project Management skills;
  • Familiarity with interpreting Legislative processes, procedures and protocols that have broad, inter-related impact;
  • Facilitator of groups to guide broad, agency-wide collaboration, quality assurance and improvement initiatives.

  • The Minnesota Department of Human Services (DHS) will conduct criminal background checks on all finalists for this position. Finalists must pass the DHS background check.
