Administrative Supervisor
Job description
Supervisory level under general direction of the Animal Resource Center Manager, performs responsible administrative, systems, statistical and other business functions in support of department or division operations and activities. Requires working knowledge of billing procedures, cash handling, collections, reconciliation, and customer service in order to supervise and coordinate the daily activities of assigned staff while making recommendations for action and assisting in policy, procedure and process development and implementation. Supervises Clerical Processing Specialists I and II & Operations Specialists. Assists in the development of ARC goals by analyzing and researching operations systems and/or procedures. Performs the material and substantial duties of the classification more than 50% of the time.
Performs supervisory function over day-to-day operations of assigned staff, including providing leadership and guidance to staff, preparing performance reviews, coaching, counseling, handling disciplinary matters, maintaining employee records and preparing payroll. Develops and promotes positive work culture, teamwork and skill development. Assists in the development and implementation of departmental or division goals and objectives. Supervises and trains office personnel, animal care providers, and officers. Gathers data and prepares research, administrative or fiscal reports and publications; posts accounting ledgers and compiles and transmits financial data; analyzes data, and proposes actions that promote efficacy, efficiency and improvements in administration, operations and services. Provides leadership, sets expectations and monitors quality and quantity of workload, manages workflow, conducts audits, performs administrative tasks, gathers data and prepares reports and correspondence related to office activities, answers procedural and policy questions, directs activities and communicates with all levels of management and clients to ensure work quality and productivity. Recommends changes to policies and procedures used by the functional area(s) supervised. Responds to the local news media as assigned, provides assistance in handling telephone inquiries and complaints. Provides data for records systems and operating reports, attends training programs on legal aspects of animal control as assigned. Responsible for building security systems.
Analyzes and advises about workforce utilization, staffing patterns and training; plans, coordinates and monitors department programs and processes. May perform program administrative functions in a specified area or may provide technical assistance to others on administrative and analytical matters. Maintains associated record systems by updating required information, assists in the development and implementation of computerized database and report generation, contacts others to obtain information for completion of records and reports, arranges appointments and schedules for department staff. May travel as needed to attend meetings and other job-related events throughout the area.
Prepares technical reports, assists with presentations, correspondence and other written materials; directs the work of support staff on a project day-to-day basis; develops and implements automated systems or utilizes computer applications to assist with analytical studies. Budgets and orders all cleaning and related supplies, office/operational supplies.
Completion of undergraduate major program course work in business, sales, marketing, human resources, political science, psychology or related discipline as required by college or university and 4 years of related experience, or completion of graduate major program in business, sales human resources, political science, psychology or related discipline and 1 years experience. Must have valid driver's license with acceptable driving record and show proof of insurance. (Other Evidences May Be Substituted)
Must obtain and maintain Notary Public license within 1 year of hire date.

Part-time Employees (Non-Benefits Eligible) (20 hours or less per week): Benefits include Long Term Sick Leave Accrual, Paid Personal Leave, and holiday pay for hours scheduled to work on holidays.
Seasonal Employees: Benefits include Sick Leave accrued at 4.6 hours for every eighty 80 hours in active
pay status. Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status. Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.
Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
