Assistant Technical Services Officer

Job Purpose
The Assistant Technical Services Officer will work closely with the Technical Services Officer 2 in performing multifamily mortgage disbursements and construction related document processing. Additionally, the position will be responsible for all outlined administrative duties for the Harrisburg Technical Services staff as well as some word processing and mailing administrative duties for the Norristown Technical Services staff. Additional duties as assigned by position’s supervision.
Job Functions
1. Issue Certificates of Occupancy.
2. Issue Certificates of Construction Completion.
3. Inform Agency departments of all multifamily construction job status.
4. Assist in entering and processing mortgage disbursement payouts on all multifamily deals.
5. Maintain records of Technical Services Construction personnel, occupancy dates, completion dates, change orders, payouts, etc.
6. Assist in processing construction change orders.
7. Maintain the Technical Services construction database and distribute a monthly. report.
8. Maintain hard copy construction files.
9. Maintain and add items to Technical Service’s construction material list as needed.
10. Participate in initial loan closing processes.
11. Perform special duties as assigned by the Director and Managers of the Technical Services Division including data entry, preparing manuals and forms, and maintaining special filing systems and research materials. Perform clerical duties as directed.
12. Maintain archived architecture & engineering files.
13. Prepare and send Physical Inspection Notice letters as assigned by the Technical Services Representatives.
14. Prepare the Physical Condition Critique reports submitted by the Technical Services Representatives.
15. Maintain database to keep track of Physical Condition Critique responses and send delinquent letters.
16. Prepare files for Technical Services Representatives.
17. Prepare and submit the Technical Services Representative non-compliance form letters.
18. Open mail and distribute daily.
19. Prepare and send any UPS/Fed Ex packages.
20. Submit supply order on a monthly basis.
21. Assist with Agency forums or meetings as needed.
22. Maintain and process travel and expense documentation for Technical Services staff.
Job Requirements
Education/Experience: Associate Degree or collaboration of work experience.
Knowledge/ Skills:
· Ability to exercise self-reliance and resourcefulness
· Proficient in MS Office in Microsoft Word, Excel, and Access
· Excellent time management skills and ability to multi-task and prioritize work
· Attention to detail and problem-solving skills
- Excellent written and verbal communication skills
· Ability to maintain a good working relationship with business associates and other PHFA staff.
· Knowledge of construction terminology and basic mathematical processes.
