Remote/Telework up to 60%. Note: During probation you will have the opportunity to gradually increase to 60% (i.e. working remotely three (3) days per week, and will report to the 2135 Rimrock Road; Madison WI building, two (2) days per week) within 9 months based on performance and workload needs.
Position Summary
This is an advanced level position that provides the technical and business analysis expertise for the Income, Sales and Excise Tax (IS&E) Division's integrated tax system (WINPAS) and complex program areas. This position will lead project teams composed of employees that span all areas of the division and department.
This position:
- Is the lead business analyst for support, maintenance and enhancement initiatives for assigned program area(s),
- Is responsible for all aspects of project management activities in the development, support, or maintenance of the assignment area,
- Is responsible for problem analysis, requirements definition, and coordinating the systems analysis, design, testing, implementation, and support for division wide initiatives.
- Effectively negotiates timelines, products or other application concerns with the IS&E Division Administrator and Deputy Administrators, other division managers, and Division of Technology Services managers and analysts to achieve project, division, and department goals.
The position requires working knowledge of tax types administered by the division, leadership techniques, project management, systems analysis and design, general data processing methods and techniques for business rule development, ability to understand business requirements and ability to convert business requirements into system requirements.

Salary Information
Salary for this IS Business Automation Specialist position (schedule-range 07-33) is $66,976 to $91,520 annually ($32.20 to $44.00 hourly), depending on qualifications, plus excellent benefits. Current state employees pay will be based on the provisions in the Compensation Plan. A twelve-month probationary period is required.
Job Details
The Department of Revenue will conduct criminal background, tax compliance checks and fingerprint checks on candidates prior to offer of hire. Interview results may be reused in accordance with the State of WI interview reuse policy.

Qualifications
Qualified candidates will have experience in each of the following:
- Experience using reporting software (e.g., Excel, Access, Power BI, etc.) to analyze data, measure productivity and/or prepare performance reports.
- Experience leading and/or coordinating IT efforts for such things as developing, implementing, enhancing, and maintaining distinctive information systems for the support of the program's business.
- Experience providing technical assistance by communicating technical information to technical and non-technical users.
- Experience with leading multiple IT projects or program management (e.g., planning, monitoring results, change and quality improvement projects, recommending alternative processes, implementation, evaluation, and/or changes introduced by federal, state, or local laws etc.).
Well-Qualified candidates will have experience in two (2) or more of the following (in addition to the minimum qualifications).
- Experience working with the department's integrated tax system (WINPAS-Wisconsin Income Processing and Audit System).
- Experience in Wisconsin and/or federal tax administration such as return processing, auditing, and/or tax collection.
- Experience in a high-volume customer service or call center environment.
- Experience developing and/or leading training on system updates to staff, leadership, and/or division coordinators.
- Project Management, Business Analyst, and/or Lean 6 Sigma certification.
