Summary
The Assistant Vice President, MTA-wide Program Coordination, is responsible for managing C&D Development’s responsibilities related to the budgeting, monitoring, reporting, and control of the annual and five-year capital programs, including budget transaction approval for New York City Transit (NYCT), including SIRTOA, MTA C&D Expansion projects (e.g., 2nd Avenue Subway Phase 2, East Side Access, Penn Station Access, etc.), (MTA Bus Company, Long Island Rail Road, Metro-North Railroad, Bridges & Tunnels, MTA Police and MTA Interagency.
This position will oversee the development of the MTA’s portion of the federally required regional transportation plan (RTP), the consultant project to develop and implement a State of Good Repair Decision Support Tool, provision of budget data and analysis to support the MTA’s Twenty-Year Needs Assessment, and preparation of various reports and analysis.
The AVP will administer and monitor the 5-year capital programs across MTA operating agencies by serving as the main point of contact for the capital plan, thereby enabling the MTA to plan for and award long and short-term projects in a cost-effective and timely manner - in keeping with MTA Capital Program policies and procedures as well as the guidelines and objectives of senior management. This includes reviewing and approving requests to advertise, WAR Certificates to award contracts, and modifications to the budget.
This position is also responsible for undertaking all programmatic and phase reviews for capital projects.
Responsibilities
Support of capital planning activities, including the MTA’s Twenty-Year Needs Assessment for the NYCT, SIR, and MTA Bus, Long Island Railroad, Metro North Railroad, MTA Expansion, Bridges and Tunnels, MTA Inter-Agency, and MTA Police.
Develop, under guidance from the Senior Vice President, the MTA’s five-year capital plan, including all supporting material, to be submitted to the MTA Board and the CPRB on or before October 1 of the year before the start of a new capital plan.
Direct compliance with analytical requirements; manage Project Stage Reviews and all administrative processes for analysis and review; and manage project evaluation for the above-referenced agencies.
Direct and oversee capital program progress. Identify key issues and develop timely and appropriate intervention strategies for the department and MTA C&D senior management.
Monitor the need for new capital program policies (or revisions to policies) as the capital plan evolves.
Direct staff activities related to releasing capital funding for projects based on continuous review of the sufficiency and quality of their scopes, schedules, and budgets.
Represent MTA C&D at meetings with representatives of other MTA agencies/departments, as well as the FTA, the staff of the NYS Capital Program Review Board, NYS DOT, NYC Council, and NYS Division of Budget.
Direct and evaluate the performance and development of staff under the direct supervision and those employees managing asset classes for relevant agencies through the matrix organization environment.
Act as an information resource for MTA management in the technologies, processes, construction, and management issues related to the capital program. Direct the identification of systems-related needs to monitor and report on the capital program adequately.
Education and Experience
A Bachelor’s degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field, or an equivalent combination of education and experience from an accredited college, may be considered in lieu of a degree.
A Master's degree in public policy, public administration, public affairs, or business administration is strongly desired.
Minimum 12 years of experience in Transportation Planning or Budgeting, Infrastructure, Finance, Planning, or a related field.
Minimum 8 years of managerial experience.
A strong understanding of the MTA’s capital program across all active plans, agencies, and categories (e.g., signals, rolling stock, ROW).
Historical knowledge of MTA capital program performance over time.
Familiarity with the MTA’s operating agencies.
Familiarity with the MTA’s policies and procedures.
Excellent organizational and presentation skills.

Good understanding and knowledge of and experience using MTA databases such as Project Status Report (PSR) and the MTA’s capital budget system IMPACT.
Other Information
As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $108,638 (this figure is subject to change) per year if the position is designated as a policymaker.
