Position Summary
ESSENTIAL JOB FUNCTIONS
Administrative Functions:
- Plans, reviews, and evaluates the work of a professional and technical staff in implementing the comprehensive mental health programs of the Lancaster County BH component
- Assists the Executive Director of BH/DS in planning, developing, and implementing a comprehensive mental health system
- Monitors all direct and contracted mental health services to ensure program quality, cost effectiveness and conformance with established federal, state, and local mental health regulations and polices.
- Provides fiscal oversight of the MH portion of the HSBG, HUD contracts, and Health Choices funding.
- Oversees the implementation of any mental health grants and ensures program sustainability for any State and Federal Grants.
- Approves or disapproves mental health expenditures and purchase requests for BHDS contracted providers.
- Represents the Executive Director of BH/DS at meetings with public, federal, state, and local officials concerning mental health functions, programs, and initiatives.
- Ensures, if designated, the continuation of all county programs in the absence of the BH/DS Director
- Prepares, or directs the preparation of a variety of mental health program reports and correspondence
- Provides MH expertise and training to local community by participating in committees and work groups addressing homelessness, reentry from local or State incarceration, suicide prevention, justice initiatives, advocacy, CASSP Policy, etc.
- Represents the County MH component at various committees and meetings facilitated by State entities such as OMHSAS, PACA (PA Association of County Administrators), the BHDS Health Choices managed care partner (PerformCARE) or the Health Choices primary contractor, CABHC, etc.
- Participates in quarterly continuity of care meetings with Wernersville State Hospital; routinely participates in discharge planning meetings with two designated State Forensic facilities of Torrance and Norristown.
- Works closely with County agencies of Juvenile and Adult Probation and Parole, Children and Youth, Drug and Alcohol, and Office of Aging to ensure individuals with mental health needs being served by one or more of these agencies receive appropriate access to services.
- Participates in bi-monthly BHDS Senior Leadership meetings.
Mental Health Case Management
- Oversees the entire MH component of BHDS which is between 60-80 staff.
- Provides direct supervision to two program directors, one program specialist, one intake supervisor, and one psychiatric registered nurse.
- Provides direct supervision to other mental health staff as needed
- Reviews all personnel concerns
- Develops and implements an in-service training plan for all BH staff; Approves all staff training and ensures that training opportunities are available to all staff
- Conducts an MH Supervisors meeting on a weekly or bi-weekly basis to review any agency issues and concerns.
- Holds a monthly mental health component meeting with staff
- Ensures the Health Choices and State licensed Targeted Case Management units are in compliance with all regulations and are delivering services as required.
- Participates in daily Utilization Review when needed to ensure the clinical determination for services is made be a licensed professional.
- Oversees the psychiatric care to BHDS consumers that are delivered by the on-site provider.
- Approves or disapproves liability abatements.
- Approves or disapproves of funding requests for contingency funds.
Crisis Intervention
- Oversee the Crisis Intervention Component which is a 24/7 operation with approximately 15-20 staff.
- Provides direct supervision the Crisis Component Direct.
- Provides supervisory support to crisis staff as needed
- Reviews all personnel concerns
- Ensure services provided by Crisis Intervention adhere to the Mental Health Procedures Act
- On behalf of the BHDS Executive Director, provides training and oversight of the Mental Health Delegates.
- Ensures meetings with delegates and Crisis staff occurs regularly.
- Meets with Mental Health Review Officers to address any issues related to commitment hearings.
- Participates in the after-hour rotation as a Mental Health Delegate.
- Provides after-hours support to Crisis Intervention.
- Ensures the Crisis Component is adhering to and incompliance with all Health Choices and State all regulations to maintain its license.
- Participates in Crisis Staff meetings
- Serves as primary Mental Health delegate during work hours.
OTHER SPECIFIC TASKS OR DUTIES
Provides 24-hour accessibility for building security system- Provides oversight for all building repairs, maintenance, purchases and daily operations.
- Preforms related work as required.
MINIMUM QUALIFICATIONS
Five years of professional level experience in the field of mental health including three years of administrative, supervisory, or managerial work; and a bachelor's degree
Any equivalent combination of experience and training
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of theories, principles, and practices and current developments in the field of community mental health program management
Knowledge of principles of public administration
Knowledge of the basic principles and practices of supervision and administration
Knowledge of community mental health programs and resources
Knowledge of applicable laws and regulations governing the administration of county mental health programs
Knowledge of the Mental Health Procedures Act (Voluntary and Involuntary Commitments)
Knowledge of PA’s Health Choices Program
Ability to work effectively with people and aid them to grow in the constructive use of their potential in adjusting to their specific problems.
Ability to plan, organize and direct the work of others and evaluate the work of employees and to provide technical assistance and guidance.
Ability to exercise judgment and discretion in interpreting and implementing departmental, state, federal and local policies, and procedures
Ability to establish and maintain effective working relationships with agency staff, county commissioners, court officials, state program and administrative staff, and the public in general
Ability to make clear and pertinent statements, both orally and in writing
Demonstrate basic computer and word processing skills
Must have access to transportation and the ability to travel quickly to appointments.
REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES
Must pass pre-employment drug screening test.- Must have acceptable background check that includes FBI Clearance, PA State Police criminal history and ChildLine clearances. Clearances are required prior to the start of employment and may not be more than one year old at time of employment.
- A valid driver’s license and acceptable driving history in accordance with County policy.
