About the Position:
The Shared Budget Center, Shared Services Budget Unit, within the Oregon Department of Human Services (ODHS) is seeking a Budget Manager to join their team! The Budget Manager plans, organizes, and oversees the budget and finances for the division. This position will provide financial policy planning and development, rate setting and revenue generating services, capital and operating budget planning and development, and long-range financial forecasting.

About The Budget Center:
The Budget Center is a shared service office that provides financial reporting and technical support to both ODHS and the Oregon Health Authority (OHA). The Shared Services Budget Unit (SSBU) works closely to collaborate with leadership in OHA and ODHS to ensure that projections by billing area and grant are accurate. SSBU will perform analysis and provide support to ensure that accurate and adequate information is provided to agencies in order for them to make sound business decisions.

Five years of lead work, supervision, or progressively related Budget and Finance experience; OR two years of related budget and finance experience and a bachelor’s degree in a related field.

Your duties at a glance
- The primary purpose of this position is to manage the Shared Services Budget Unit fiscal and operations analysts and their workload.
- Actively collect, interpret, review and report financial results with Program Administrators on monthly or bi-monthly frequency, for the purpose of financial strategic planning. Perform ad-hoc meetings as major issues arise.
- Monitor financial data to help ensure that it is recorded accurately for Shared Services Offices and related programs.
- Provide consultation and oversight to lead analyst responsible for the 14 Assessment Offices (State Assessments and Enterprise-wide Costs – SAEC).
- Act as Liaison to Shared Office of Financial Services/Accounting (OFS).
- Cross-train and mentor team members.
- Manage personnel issues as they arise.
- Perform new employee orientation.
- Assign and reassign tasks to accomplish prescribed work efficiently.
- Perform periodic workload smoothing as work products and deliverables evolve and staff supports change.
- Perform periodic performance appraisals on staff as directed within Workday/HRIS-generated timelines. Review work of employees for conformance to standard and provide performance assessment of workers’ performance.
Working conditions
- This position is eligible for remote work. You may be required to report to the office due to business, meetings, or training need.
- This position involves frequent contact with division management and staff, financial and executive level staff, Department of Administrative Services (DAS) and Legislative Fiscal Office (LFO) officials.
- Frequent interruptions, demanding timeframes, including overtime as needed and periodic instate travel, especially during budget development and legislative sessions.
- Significant use of a computer and phone. This includes understanding, and often times, preparing financial documents for a team member to cover workload.
- May require overtime, numerous short deadlines throughout the biennium, and frequent reprioritization of workload.
- Requires working with a wide variety of people and situations, which may occasionally expose the employee to difficult situations requiring diplomacy.
- This position works collaboratively in a team setting. Good interpersonal skills are necessary for team success, including the willingness to collaborate, share information, and coordinate processes.
- The position also requires excellent customer service skills for both internal and external customers, as well as a high degree of initiative and independent judgment.
