Amentum is seeking a Civil Rights Investigator to plan and conduct investigations, develop and/or verify facts of civil rights cases and complaints, both independently and in consultation with Civil Rights Section attorneys. Major duties include:
- Identifying and building rapport with witnesses; conducting interviews; preparing draft declarations based upon witness interviews.
- Attending on-site visits of respondents’ property;
- Reviewing documents, reports, interview files, computer data, and other produced materials;
- Assisting attorneys in formulating investigative plans to identify facts and issues involved in a case, the applicable theories of law, and the scope of the investigation;
- Conducting initial intake communication with the public regarding various civil rights complaints, and referring inquiries to appropriate community resources, if appropriate;
- Establishing and maintaining an effective system of compiling, indexing, and organizing information and its sources; and
- Preparing reports and presenting findings orally and in writing to attorneys and other staff.
- Assist in organizing outreach activities and public presentations on federal civil rights laws and regulations with various community and advocacy groups.
- Participate and assist in preparation for settlement negotiations and trial to include: compiling, organizing, and indexing evidence; managing the presentation of exhibits at settlement negotiations and trial, including preparing narrative summaries, charts, tables, graphs, or other visual aids; and coordinating the appearances of witnesses.
- Performs a variety of ancillary investigations-related services in direct support of civil rights litigation. Support activities include, but are not limited to, copying, mailing, closing files, and maintaining pleadings.
- Work may also occur at alternative work locations such as a Federal agency or State government offices, business premises associated with investigation, or location conducive to conducting witness interviews.
- Telework may be authorized, but requires Contracting Officer (CO) approval.
Required Qualifications:
- Must be able to obtain and maintain MRPT facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
- At least two (2) years of specialized experience supporting civil rights investigations.
- Bachelors Degree in related field required; Juris Doctor helpful
- Must possess extensive knowledge of generally accepted investigative principles, techniques, and procedures.
- Must be able to recognize, develop, and present evidence that reconstructs events, sequences, and time elements and establishes relationships, responsibilities, and liability in a manner that meets the requirements of law.
- Must be a self-starter, and must have demonstrated professional interest in and commitment to civil rights.
- Must have a reputation for trustworthiness, integrity, and sound judgment. ·
- Must have the ability to use MS Excel, MS Outlook, MS Word and Adobe Acrobat Professional.
- Must have a working knowledge of research methods involved in the collection and analysis of data, and have some working knowledge concerning how to perform legal research and track cases in Lexis/Nexis and /or WestLaw.
- Excellent communication and interpersonal skills required.
- The Investigator must work and interact professionally and effectively with all levels of staff and public.
- Investigator must have the ability to meet established deadlines and work as a team player in a professional office.
- Must also have skill in meeting and dealing with people of all racial, ethnic, and socio-economic backgrounds in a courteous and tactful manner.
- Personal contacts occur at a broad variety of locations in the community, in structured and unstructured settings, with or without direction from an attorney.
- The ideal investigator would possess a warm and welcoming demeanor to help facilitate disclosure of sensitive information by vulnerable complainants.
- Local travel may be required to complete tasks associated with the civil rights investigation process. · Position requires ability to work on site at the Los Angeles, CA office.
Preferred:
- Juris Doctor preferred but not required.
- Ability to communicate fluently in spoken and written Spanish is preferred but not required.
- Prior experience supporting Civil Rights Investigations helpful.
- Prior experience as a paralegal performing document review and trial preparation tasks extremely helpful.
This position supports a SCA (Service Contract Act) contract; therefore, the hourly wage is determined by the Department of Labor. This position is classified as a Paralegal/Legal Assistant IV and the hourly wage is $40.03/hr and is eligible for Health and Welfare.
