Job Title: Clinical Manager (Hybrid Role with $ 500 Sign on Bonus)

Program/Department: Project Promise

Position Type: Full-Time 40 hours/ week – Hybrid Position (remote and on-site)

Location: BMC Spark Center, Mattapan

Reports to: Executive Director

The Institute for Health and Recovery (IHR) is a statewide service, research, policy, program development and capacity building agency. IHR designs its services based on an understanding of the impact of trauma. IHR’s CARF accredited treatment programs provide holistic interventions for hard to reach and high-risk individuals and families. IHR’s mission, since our founding in 1989, has been to develop and support a comprehensive continuum of care for families, individuals, youth, and pregnant and parenting people affected by alcohol, tobacco, and other drug use, violence/trauma, mental health challenges and other health issues, while advancing principles of health equity and social justice. Our work is focused on addressing and eradicating inequities in our health care, economic, and justice systems, especially as they disproportionately affect women and people of color. We are committed to providing services and creating communities that mitigate the effects of substance use, mental illness, and trauma.

Summary Statement: The Clinical Manager will support Project Promise, an innovative substance use day treatment program, and IHR’s mission to develop a comprehensive continuum of care for pregnant and parenting women. The Clinical Manager is responsible for overseeing all administrative and clinical aspects of the program. The Clinical Manager will work under the supervision of the IHR Executive Director to oversee the day-to-day clinical, programmatic, and operational management of the project. Duties Include training and supervision of all Project Promise staff.
Essential Functions:

  • Under the direction of IHR’s Executive Director, provide clinical and programmatic leadership of Project Promise
  • Work with Project Promise staff to develop and refine a family-centered, intensive day treatment model that provides trauma-informed behavioral health treatment, parenting support, recovery support, case management, and developmental services for pregnant and parenting women with substance use disorders and their families
  • Ensure compliance with contract requirements, and serve as primary liaison with the funder, the Bureau of Substance Addiction Services (BSAS), Massachusetts Department of Public Health
  • Provide clinical and administrative supervision to all team members, individually and as a group
  • Facilitate client groups, provide crisis intervention, and assist with client needs as required
  • Develop policies and protocols guiding client eligibility, enrollment, participation, referral, and discharge
  • Responsible for hiring, orientation, training, and evaluation of all Project Promise staff
  • Assess staff professional development needs and develop plans and activities to support professional growth
  • Create agendas for and facilitate all Project Promise team meetings
  • Oversee all documentation and data collection activities, as required by contract and licensing guidelines
  • Prepare all required reports and presentations
  • Represent and market Project Promise in the community and at statewide and national meetings and conferences
  • Communicate with IHR’s main office in Watertown with cloud-based shared calendars, timesheets and check in with supervisors.

Qualifications/Requirements:

  • Master’s degree in social work, psychology, or related field preferred; clinical license (LICSW, LMHC) required.
  • Strong experience in project management and staff supervision
  • Experience working in a position of responsibility on complex multi-year projects
  • Project development and design experience, reporting to funding agencies, cross-agency partnerships
  • Experience working with pregnant women and mothers of young children
  • Knowledge of substance use disorder treatment, recovery and trauma-informed care
  • Knowledge of issues of Substance Exposed Newborns and Neonatal Abstinence Syndrome
  • Knowledge of health care, substance abuse provider systems and Medication Assisted Treatment
  • Project development and design experience, reporting to funding agencies, cross-agency partnerships
  • Strategic planning and sustainability planning

  • Valid driver’s license, good driving record, and regular access to a reliable vehicle.
  • Business Class Rider on Motor Vehicle Insurance, if transporting clients
