Job Description:

Description: The Contracts Administrator will be responsible for establishing and maintaining relationships with key stakeholders, including both internal and external customers and vendors. This role will oversee and/or administer the complete contract lifecycle management process, which may include collaborating in development of procurement strategies, preparation, advertisement and evaluation of Requests for Proposals (RFP’s), negotiation of contract terms, researching/benchmarking current market trends and pricing to optimize savings and quality, monitoring and documenting contract deliverables and payments, identifying best practices and assisting in updating policies and procedures accordingly and ensuring procurement and contracting compliance with applicable guidelines, rules, regulations and laws.

Typical Duties:

  • Coordinates with internal stakeholders to identify business needs, then researches industry solutions and pricing models and collaborates with Supply Chain Buyers as appropriate to determine best procurement strategy- GPO, RFP, Request for Quotes, etc.

  • Participates in and/or leads Value Analysis Teams to evaluate products and services and to coordinate volume purchases, where appropriate, to increase purchasing leverage.

  • Utilizes all available information, including input from key stakeholders, to prepare Scopes of Work for RFP’s and to negotiate favorable and compliant contract terms with vendors.

  • Identifies and works with internal functional groups to resolve complex problems, including terminations and issues, utilizing previous job knowledge, reference and source documents, in house Legal and advanced analytical tools.

  • Manages assigned contracts to ensure internal contractual compliance with the terms and conditions of contracts and compliance with designated management objectives.

  • Conducts a variety of document audits, special projects, analyses, and investigations, as requested.

  • In coordination with VAT and Supply Chain, documents and reports all contract-related savings and process improvements identified and implemented on a routine basis.

  • Collaborates with all levels of District staff to develop and maintain an effective structure for contract lifecycle management from inception through account payable contract reconciliation.

  • Works closely with Supply Chain to realize cost savings and to properly document negotiated pricing agreements in the current accounting systems.

  • Completes all information on corresponding RFP template and ensures all documentation related to RFP is accurate and complete.

  • Monitors vendor performance and initiates corrective action within legal parameters of contractual provisions as necessary; assesses nonperformance situations and works to resolve contractual issues.

  • Develops and assists other departments with the developing RFP specifications. Evaluates quotes/bids and makes award recommendation based on what is in the overall best interest of the network.

  • Establishes evaluation methodologies; determines pricing structures and negotiation strategies for competitive negotiations.

  • Performs other job related duties as assigned.


Qualifications:


    Required Education and Experience:
  • Bachelor’s Degree in Business, Finance, or a related field from an accredited college or university.
  • 1 plus years of experience in contract management as a contract negotiator.
  • Experience using Microsoft Professional Office Suite to include Word, Excel, PowerPoint and Outlook.
  • Preferred Education and Experience:
  • Contracting experience in a complex environment of a large or a multi-hospital system.
