The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The New York City Department of Youth and Community Development (DYCD) supports youth and
community services through contracts with a broad network of Community-Based Organizations (CBO)
throughout New York City. Our central task is administering available city, state, and federal funds to
various innovative, practical, and quality programs that positively impact youth and communities.
DYCD is the designated Community Action Agency for New York City and administers federal
Community Services Block Grant (CSBG) funded programs to assist low-income individuals and
families in attaining the skills, knowledge, motivation, and opportunities they need to become selfsufficient and productive members of their communities.

DYCD seeks a Data Specialist to join the Neighborhood Development Areas Initiative, Community
Action Programs Unit. Under the direction of the Staff Development & Validation Director, with latitude
for independent initiative, the Data Specialist will provide analytical, evaluation, and project
management support to the NDA Initiative and other CSBG-funded programs and initiatives related to
policy development, contract compliance, and performance, data inquiries and interpretation, unit
operations and efficiencies and communication to providers. The Data Specialist would offer day-today support to the Director. Specifically, Data Specialist will: serve as a key liaison to the IT unit
related to the design, modifications, and maintenance of operational information systems; obtain
knowledge of the business rules, and process flows of the PASSPort contract system, Electronic
Monitoring System (EMS) and Participant Tracking System (PTS) for programs under the portfolio and
develops and construct evaluation instruments by analyzing the program objectives, researching
alternative evaluation formats and pretesting designs and revisions where possible, to measure the
performance of agency programs and services. The Specialist will conduct evaluation, monitoring, and
data analysis related to DYCD initiatives and the development of new policies; research best practices
and use quantitative and qualitative analyses to inform the creation of new policies, programs, and
practices; synthesize complex information into presentations and reports for various audiences;
manage written, visual, and digital communications for all CSBG-funded programs; develop marketing
materials and social media messages. The Specialist will represent the work unit at meetings and work
collaboratively across all DYCD community development, workforce, and youth programs, as well as
with outside stakeholders, including intergovernmental partners, community-based organizations, and
private sector and foundation partners. Perform field work in all five boroughs to ensure vendor
compliance with all applicable contract requirements and program performance standards.

Responsibilities:
  • Become proficient and provide training as needed to CBOs on DYCD’s web-based program
management systems as well as DYCD’s protocols. Liaise internally and with assigned third-party
vendors to schedule relevant training for staff and CBO personnel.
  • Analyze and evaluate program data in DYCD’s web-based program management systems, contract
performance reports, agency audits, and fiscal documents to ensure contract compliance.
  • Provide technical support for staff and CBOs and coordinate training with the Planning Program
Integration and Evaluation Unit.
  • Deliver technical assistance to underperforming contractors and assist CBOs generally to identify
resources, strengthen linkages and referrals, and refine practices. Coordinate technical assistance
inquiries concerning other units (e.g., ACCO, Fiscal).
  • Identify and research best practices related to contract monitoring and compliance.
  • Participate in and contribute to Agency workgroups and inform the Director of policies and
administrative practice changes.
  • Prepare reports and carry out special assignments, tasks, and projects as assigned by the Director,
Sr. Director, and Assistant Commissioner.
  • Maintain Unit policy manuals, rubrics for performance indicators, and related documentation, updating
as needed annually.
  • Monitor and analyze the longitudinal performance of contractors and programs and provide periodic
reports.
  • Perform site visits (may include weekends and evenings) using EMS and PTS tools and share
feedback with CBO contract providers.
  • Represent DYCD at public meetings, conferences, symposia, and other forums.
  • Perform other duties as assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management; or
2. A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or
3. Education and/or experience equivalent to "1" or "2" above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in "1" above.
However, all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in "1" above.

Preferred Skills

  • Must be highly proficient with computers, with advanced skills in Microsoft Excel, Word, and
PowerPoint.
  • Must possess exceptional oral and written communication, organizational and analytical skills.
  • Proven ability to meet tight timeframes.
  • Professional telephone manner and honed diplomacy skills.
  • Demonstrated experience developing, managing, and monitoring programs and tracking outcomes is
a plus.
