Why does the job exist?
The New Mexico National Guard Youth ChalleNGe Academy (NMYCA) is a free 17 ½ month alternative program for youth aged 16-18 that starts with a demanding 22-week quasi-military residential phase in which cadets from all over the state live in Roswell. This is followed by a year of mentoring support to help graduates maintain positive lifestyles. The focus during the residential phase is on the development of the whole person through training of the eight (8) Core Components: Academic Excellence; Life Coping Skills; Job Skills; Responsible Citizenship; Leadership/Followership; Health and Hygiene; Physical Fitness; Service to Community, which are designed to instill healthy, life-long skills that have been time-proven to lead to success. In this phase, all cadets will live in military style barracks, work towards earning a HiSET (High School Equivalency Credential) and are eligible to receive college credits in a vocational training program provided by Eastern New Mexico University-Roswell.
The Deputy Commandant manages the daily operations of the NMYCA cadet corps and is responsible for the health and welfare of up to 120 cadets per class cycle. The position oversees cadet residential life in addition to directly supervising three (3) cadre supervisors and indirectly supervising up to twenty (20) cadre personnel who mentor the cadets in a 24/7 environment. The Deputy Commandant administers, implements, and coordinates the core component program modules for community service, physical fitness, leadership/followership, and discipline, and will schedule and monitor all cadet activities to improve the students' physical and mental health, coping skills, self-esteem, social responsibility, character, and integrity. In addition, the Deputy Commandant develops ongoing training for the cadre supervisors and their units to continually improve their mentoring skills.
How does it get done?
- Provide direct supervision and training for three (3) Cadre Supervisors.
- Provide indirect supervision for up to twenty (20) Cadre personnel and up to 120 cadets.
- Create and manage work schedules for each Cadre team.
- Supervise and coordinate the daily activities of the Cadre Supervisors to ensure that all elements of the Cadet training schedule are carried out.
- Develop employee goals and performance standards and conduct performance evaluations.
- Assist with the establishment of a viable training program for Cadre.
- Administer and supervise cadet participation in community service, physical training, leadership/followership, and disciplinary program activities and operations.
- Verify data entry for tracking each cadet¿s core component training completion.

Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and four (4) years of professional level experience operating within limited parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Employment is subject to a pre-employment national background investigation and post-offer background check to include fingerprints and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Work is performed in a fast-paced environment with youth aged 16-18 in a 24/7 environment that requires extended periods of sitting, standing, walking, lifting, and bending, and exposure to outdoors. Must be able to pass physical fitness test. Shift work and overtime may be required.
