PRIMARY PURPOSE OF POSITION
Directs the personnel and Field activities of the Relay, SCADA, Communication, and Electrical Equipment/Doble testing and substation commissioning organization as well as revenue metering engineers for IPP's and Nuclear generating stations. Assures the development and effective implementation of strategic and tactical business and labor initiatives. Assures the focus and attainment of business goals and objectives. Develops and maintains an environment that promotes safety, diversity and high productivity. Ensure that the organization is in strict compliance with all internal and external regulatory compliance policies and guidelines. Direct 20% of ComEd Engineering. Departmental activities include the commissioning, testing, maintenance, and repair, along with preventive maintenance and corrective maintenance, and emergent response of Transmission and Distribution substation relays, SCADA, automation, communication, and the electrical testing SCADA batteries, transformers, circuit breakers, and ancillary equipment including all electrical controls in the substation. Analyze malfunctioning equipment and relay schemes. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Drives and oversees the implementation of short and long term strategic and tactical business and labor initiatives designed to assure the highest levels of customer services and to achieve Exelon's safety, reliability and performance goals. Assures timely response to storms and other system emergencies. (30%)
- Manages the overall transmission and substation testing budget. Establishes and monitors business plans and business unit objectives. Balances cost control with appropriate capital and maintenance investments. (30%)
- Develops and maintains an environment that fosters a high performance culture and a learning organization. Leads the management team in promoting diversity. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assures timely recognition of employee contributions. Develops methods to assess communication effectiveness and implement continuous improvement initiatives. (15%)
- Provides leadership to and development of the management team. Provides accurate and timely feedback regarding performance and operations. Conducts performance planning and appraisals. Identifies opportunities for growth and learning. Facilitates open and honest communication with staff. Assures that upward communication is integrated into the process, including employee concerns and complaints. (15%)
- Establishes, maintains and improves relationships with other departments in Exelon, the regional operating companies and the local communities. (10%)
JOB SCOPE
- Responsible for the safe work performance of an organization of Engineers, consisting of 6 Managers and a work group of 143 professionals. Direct 20% of ComEd Engineering.
- Responsible for the company's electric transmission and substation relay protection, equipment testing, and revenue metering covering the service territory.
- Responsible for regulatory requirements by entities such as NERC and PJM that includes maintaining all nuclear plants, IPP sites and tie lines revenue meterings in the ComEd service territory.
- Responsible for Testing and commissioning for all ComEd capital improvement projects in excess of $300M per year.
- Responsible for the field work performed by the Testing Group Engineers (Commissioning Engineer) which includes design package review for accuracy, development and sequence of the work plan for Substation craft employees, development and sequence of equipment outages to implement the design, develop energizing procedure, and test and verify substation equipment is functioning as specified by the manufacturers.
- Responsible for maintenance, preventative, corrective, reliability for 840 Transmission and Distribution Substations.
- Responsible for the environmental stewardship of relay equipment in an effort to minimize the impact on the surrounding community and natural resources.
- Responsible for the organization's response to emergent activities, catastrophic events and storms.
- Responsible for the relay maintenance and electrical equipment testing associated with ten Nuclear Power Plants and with non-Exelon generating plant substations.
- Actions have direct impact on safety, reliability, and customer satisfaction goals, the transmission revenue stream, the generation revenue stream of Exelon, and the public, political, and regulatory opinion of the company.
- Establishes performance goals and expectations, coaches, mentors and provides feedback to direct reports.
- Maintains effective internal business controls by conducting audits, self-assessments, investigations and employee reviews.
- Builds strategic alignments with senior management, Exelon Nuclear & key management peers (DSO, TSO, C&M, P&CM, AM&E), T&S associates and union leadership.
- Other external contacts include co-generation and other key customers, transmission equipment vendors, regulators, auditors and various municipal authorities (fire, police, city mayors, etc). Direct Reports: 19 Indirect Reports: 123 Total Budget: $32M
Qualifications
MINIMUM QUALIFICATIONS
- Education - Bachelor's degree in Engineering
- Experience - At least 12 years of industry experience, including at least 5 years as a supervisor or manager.
- Certifications/Licenses Valid driver's license
- Knowledge - Demonstrated knowledge of T&D operating, maintenance & construction work practices, utility collective bargaining agreements and understanding of regulatory issues.
- Skills o Demonstrated ability to communicate effectively, build consensus, establish trust, and foster culture change. o Demonstrated ability to support and enforce safe work behaviors; this requires working knowledge of safety rules and work practices.
PREFERRED QUALIFICATIONS
- Education - Graduate degree or Graduate Level work in Engineering, Business Administration or related field.
- Experience Electric industry background in relaying systems and schemes.
- Certifications/Licenses Professional Engineer's license.
- Knowledge o In-depth technical understanding of transmission and substation components and system protection devices and schemes. o Familiarity with the collective bargaining agreement.
- Skills o Demonstrated leadership ability in a high-performance culture, including coaching and facilitating business competency and performance management skills. o Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance. o Demonstrated business and utility financial acumen, customer awareness, and ability to create value.
