The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Director of Compliance and Research for Rutgers University Police Department (RUPD). The position works collaboratively with various offices at the University to ensure the institution’s compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations; coordinates many of the administrative aspects of the University Police Department’s compliance with the CALEA/IACLEA/NJSACOP Accreditation Standards.

- Ensures compliance with NJ Rev Stat 18A:3B-71 with the reporting of criminal and fire events at public institutions of higher education.
- In addition, the position provides research and planning functions to the University Police Department, including data analysis, special projects, grant proposal development and policy development.

Qualifications
Minimum Education and Experience
- Bachelor’s degree (advanced degree preferred) in Criminal Justice, Public Administration, Statistics or a related field; or an equivalent combination of education and/or experience.
- At least 5-7 years of related experience in compliance and/or project management with 3 years or more of work experience with an institution of Higher Education (included in the 5-7 years of experience).
Certifications/Licenses
Required Knowledge, Skills, and Abilities
- Must have demonstrated abilities and skills to communicate in a clear, concise manner with a diverse population, organize programs designed to enforce rules and regulations and direct critical project implementations and operations.
- Ability to communicate effectively orally and in writing.
- Previous experience complying with the requirements of the Clery Act; experience conducting policing-related data analysis for use by a broad audience.
- Familiarity with accreditation compliance process and activities.
Preferred Qualifications
- Advanced Clery Act Training
- Formal Crime Analysis Training
- Certified Accreditation Manager
- Knowledge of Federal, State and local laws as well as University policies
Equipment Utilized
- Experience with Clery Act related materials.
- Knowledge of research and classification principles and techniques,
- Ability to analyze data and make logical conclusions and recommendations.
- Skill in the operation of computers and job-related software programs.
- Advanced experience in the use of Microsoft Office applications, specifically Excel, Word and PowerPoint.
