Position Purpose

This position performs professional and administrative level functions for the City’s emergency management program. Responsible for planning and providing emergency preparedness, response and recovery coordination services to the City and the community to build resiliency and be better prepared to plan, respond to and recover from emergency events. Builds key relationships with a variety of internal city departments, the engagement team, community leaders group, the data and performance manager, and partner agencies and community-based groups to meet strategic goals and program objectives.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS
  • Partners with the community and the organization to improve emergency preparedness, build resiliency and develop key relationships in anticipation of future disasters.
  • Develops and coordinates processes and organizational structures to sustain the community and the organization in the aftermath of future disasters.
  • Implements and maintains progressive and proactive all-hazards emergency response management operations plans and programs in the event of natural disasters, weapons of mass destruction, hazardous materials, and pandemic emergencies for the City of Arvada.
  • Actively engages departments, partner agencies and community-based groups through discussion, integrated planning and training exercises addressing prevention, protection, mitigation, response, preparedness and recovery.
  • Updates the City of Arvada’s emergency operations plan, hazard mitigation plan, disaster recovery plan and others; functionally tests the plans through regularly scheduled drills and exercises.
  • Manage, maintain, and keep the city’s Emergency Operations Center in a state of readiness. Manages the emergency operations center during emergency incidents; maintains internal emergency alert and notification systems.
  • Plans, develops, coordinates, and conducts emergency management training and meetings for all levels of city staff and partner agencies such as Jefferson County, neighboring jurisdictions and the Arvada Fire Protection District.
  • Develops programs concerning emergency response actions and resiliency for residents and businesses.
  • Responsible for developing, coordinating and collaborating with a multi-disciplinary, multi-agency management team to enhance emergency management.
  • Organize and present facts, findings, conclusions, and recommendations in a clear, concise, and logical manner.
  • Analyze and evaluate the economic, political, and social impacts and consequences of administrative policies and actions.
  • Assess, present, and discuss the relative advantages and disadvantages of alternative courses of action.

  • Lead key disaster recovery support functions including community planning and capacity building
  • Acts as a liaison for other emergency management coordinators from state, federal and local governments.
  • Develops a variety of partnerships to be more prepared for the stresses and shocks that a community experiences in response to a natural or human caused hazard.
  • Conducts research, identifies and secures funding for a wide variety of emergency management programs based on identified activities and needs.
  • Administers and oversees revenues, expenditures, and reporting for emergency management operations and grants.
  • Develop and maintain a three year training exercise plan.
  • Analyze emergency management and resilience operations and initiate changes and take effective action to correct deficiencies and resolve problems.
  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.
  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.
  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.
  • Coordinates emergency management and resilience work with the City’s sustainability coordinator.
  • Responsible for continuity of operations planning.


ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Solid knowledge of local, state, and federal emergency management processes and resource availability.
  • Solid knowledge of incident command philosophy and practices.
  • Solid knowledge of emergency response protocols and the ability to train and communicate implementation.
  • Solid knowledge of FEMA reimbursement processes and documentation needs.
  • Solid networking and relationship building skills with the ability to develop relationships with volunteer agencies and neighborhood organizations.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner. Bilingual skills are desirable.
  • Solid ability to identify training needs and implement training and programs to a diverse audience.
  • Solid ability to build and sustain productive working relationships with city employees, other emergency service agencies and the general public.
  • Solid ability to prepare, make recommendations and administer a budget.
  • Solid ability to exercise initiative and judgment as well as make decisions within the scope of assigned authority.
  • Strong ability to maintain composure and plan, organize, and implement procedures under emergency conditions.
  • Strong ability to produce reports, after action reports, and research and analysis.
  • Experience in facilitating, influencing and engaging diverse stakeholders.
  • Coordinates and executes projects that span multiple sectors.
  • Ability to be a systems thinker and a coalition builder with a track record of driving outcomes in complex government environments.
  • Ability to function across multiple sectors and disciplines to drive effective collaboration.


OTHER FUNCTIONS:

  • Occasional weekend and evening hours worked to attend meetings and community festivals or events.
  • On call responsibilities after hours.
  • Other duties as required.

SCOPE OF AUTHORITY:
Receives minimal direct supervision under the direction of the Deputy City Manager. Plans and prioritizes own work to meet defined goals and objectives. Prepares and develops plans for projects and programs involving coordination with other departments and/or outside organizations. Some precedents and procedures exist. Expected to constantly seek out new partnerships and collaboration to fulfill strategic goals.

Financial Accountability:
Prepares, makes recommendations and administers a budget. Approves expenditures up to a certain amount. Prepares financial statements and reports. Authority to approve purchases up to $2,000.

SUPERVISION EXERCISED:
No supervisory responsibilities.

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an office environment with moderate noise levels. Physical effort and activities include: occasionally operating a personal or City-owned motor vehicle to drive to and from meetings and business locations; ability to talk or hear, and use hands/fingers to handle feel or manipulate objects constantly; frequent sitting; occasional standing, walking, and reaching with hands and arms; visual acuity to focus on details at a close distance, operate a motor vehicle and make general observations and inspections; frequent handling of object weighing up to 25 pounds, and up to 50 pounds occasionally.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
Bachelor's Degree in Emergency Management, Environmental Science, Business Administration, Planning, Public Administration or related field plus 2 (two) years related experience. An equivalent combination of education and experience may be considered. Must possess and maintain a valid Colorado driver’s license.

Preferred Qualifications:
Master’s Degree in related field, recent and direct experience, emergency management certification at state and federal levels. Certification from Homeland Defense and Security Executive Leaders Program or equivalent. Bilingual skills preferred.
