The Jeffco Human Resources Department is comprised of Talent Acquisition, HR Programs, Employee Relations, Employee Records, Total Rewards and Benefits, Employee Assistance Programming, and Leave Management. **Annual salary noted above is based on an 8 hour day and full days worked calendar. Any position that is less than a full FTE/8 hours per day or late start will be prorated accordingly.

PRE-EMPLOYMENT REQUIREMENT


The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $54.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance.

RESPONSIBILITIES


SUMMARY: At the direction of the CHRO, establishes and supports the strategic direction for Jeffco's total rewards programs to support district needs and anticipated changes. Lead the administration and implementation of all total rewards programs (compensation, ADA, leaves of absence and benefit programs) including reviewing, analyzing, and making recommendations around current and/or new programs. Ensure Jeffco's legal compliance with all applicable laws pertaining to all total rewards programs. Participate in multiple district committees including district collective bargaining, as needed. Lead staff responsible for providing day-to-day total rewards (compensation, ADA benefits) administration and customer service support. Manage total rewards budget in excess of $100M annually. Recommend process and technology changes to enhance efficiencies and improve service delivery for all total rewards programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Provide strategic direction for the district's total rewards programs including compensation, health & welfare and retirement programs. Make recommended changes, the introduction of new programs, or the cessation of existing programs in alignment with Jeffco Thrives, the district's strategic plan.

Participates on district advisory committees as needed (Benefits Advisory Committee, Voluntary Retirement Plan Committee, and other appropriate committees) in support of total rewards planning and execution. Set agendas; provide analytical, survey and legal research in support of recommendations. Present important issues and provide updates on committee activities total rewards program changes to the Board of Education. Manage total rewards programs with annual budget in excess of $100M annually. Monitor reserve funding and create and monitor benefits budget.

Leads project direction and support for HR total rewards and related technology projects by serving on appropriate teams. Recommend total rewards-related technology enhancements and efficiencies; develop business requirements, process documentation and related training materials as needed. Provide project team input and participate to ensure project goals are successfully implemented.

Participate in various cross-functional meetings to ensure coordination of all total rewards programs across the various business units within the district. Provide recommendations and support as needed to other HR and/or district teams (i.e., Talent Acquisition, HR Operations, HR Partners Employee & Labor Relations, Payroll, Finance, Risk Management, etc.)

Create multi-faceted communication plans. Manage and/or produce a variety of communication materials from draft through delivery, including written, oral, presentation and web.

Manage vendor relationships to ensure appropriate service delivery. Monitor problems and vendor performance to detect ongoing or serious service issues and address with vendors. Recommend and actively participate in renewal of ongoing vendor/insurance relationships or RFP (request for proposal) efforts to review vendor capabilities and make recommendations as appropriate. If RFPs are necessary, collaborate with vendors and purchasing as appropriate to develop the scope of work, participate on the RFP selection committee, and marshal recommendations through Cabinet and Board of Education.

Lead annual benefits health and FSA enrollments. Identify and involve appropriate internal resources, provide project direction and support and anticipate and resolve issues. Anticipate needed resources and ensure availability to meet the organization's needs.

Ensure compliance with appropriate regulations. Update and maintain required documents, ensure discrimination tests/analysis are completed as needed.

Lead total rewards staff with day-to-day administration of employee compensation, ADA, benefits, leaves, and customer service delivery. Recommend workflow and process efficiencies to ensure smooth implementation and maintenance of total rewards programs.

Ensure employee training, process documentation and customer service coverage needs are met.

Act as an escalation point for the review and resolution of complex total rewards situations. Approve and document exceptions.

Partner with other HR functional areas, legal, and risk management to coordinate ADA and leave cases requiring complex accommodations or work restrictions, job placement, and employee relations decisions.

Act as liaison to ensure elevated employee issues are properly resolved.

Provide general HR support Chief Human Resources Officer.

EXPERIENCE: 7 years of experience in administering total rewards programs, including prior supervisory or management experience. Previous working experience in employee compensation, benefits and HR in a large, diverse organization. Prior experience in both private and public sector organizations employers a plus.

EDUCATION AND TRAINING: Bachelor's degree required, Master's preferred.

CERTIFICATES, LICENSES, REGISTRATIONS: Certified Total Rewards Professional (CTRP), Certified Employee Benefits Specialist (CEBS) or Certified Compensation Professional (CCP) preferred. Valid Colorado driver's license.

SKILLS, KNOWLEDGE, & EQUIPMENT: Experience with large, complex human resource organizations and HRIS/benefit systems. Strong analytical and written and oral communication skills. Highly proficient in Word, Excel and PowerPoint and other software as needed.

DECISION MAKING: Decisions must follow specific laws/regulations/contracts such as negotiated agreements, insurance policy contracts, workers' compensation law, the Family Medical Leave Act, and P.E.R.A. law and regulations. Independent thought, analytical skills, and application of knowledge and professional standards are required to research employee issues, unusual circumstances regarding benefit coverage, and proposed plan and program changes.

COMMUNITY RELATIONS: Daily contact with employees, administrative/professional staff, high level leadership staff, vendors/contractors, and public agencies to negotiate controversial matters. Monthly contact with employee, association and community representatives serving on committees.

SPAN OF CONTROL: Direct supervision of administrative positions and classified employees, 5-10 total. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. This position is responsible for budget development and accountability.

EDUCATIONAL DELIVERY: Develop and maintain programs designed to help attract and retain high quality employees. Educational delivery is provided for employees, department and related staff and leadership. The majority of time is not spent at school sites.

COMPLEXITY OF WORK: Requires knowledge of defined policies, procedures, agreements, contracts, and laws to interpret facts, make decisions and recommendations, meet varying conditions, and problem solve. Requires investigative skills and communication skills, and requires individual to be an advocate for the District's and employees' behalf.
