GENERAL DESCRIPTION:

This position is required by the 2019 Session Laws Ch. 174, now referred to in W.S. 16-4-201 through 16-4-205. The purpose of this position is to increase consistency amongst state agencies and local governmental agencies with regard to providing transparency in the production of the State’s Public Records Act.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Act as a facilitator to guide citizens with regard to questions and issues relating to the public records request law and process.
  • Answer questions from state agencies and local government entities in connection with records requests to promote consistency of responses across all government entities that are subject to the Public Records Act.
  • Ensure that all public records complaints are handled consistently and fairly.
  • Work fairly and objectively with a diverse population, including the general public, law enforcement agencies, state agencies, county commissioners, county clerks, as well as boards and commissions.
  • Update and maintain the Ombudsman website to make it more user-friendly and update and maintain the original tracking system for complaints.
  • Investigate public records complaints and attempt to resolve them, usually through recommendations or mediation.
  • Maintain a complaint database, including the nature of the complaint, proposed resolution, and success of such resolution.
  • Conduct outreach and training around the state to facilitate local governmental entities' knowledge and obligation with regard to the state’s public records laws.
  • Other duties as assigned.

Qualifications


PREFERENCES:

Preference will be given to those with knowledge of Wyoming's Public Records Act.

KNOWLEDGE:


  • Ability to be self-directed and exercise independent judgment.
  • Must be highly self-motivated.
  • Must possess a high level of communication skills that include verbal, written, listening, and public speaking.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the political process.
  • Knowledge of state and local entities and their obligations to the public.
  • Strong attention to detail.
  • Ability to maintain confidentiality, security, and privacy of information.
  • Knowledge and ability in conflict management and mediating disputes.
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

PHYSICAL WORKING CONDITIONS:


  • Position requires some travel.
  • Must have the ability to drive a vehicle in all weather conditions
