Position Description :
We are looking for a highly motivated Financial Analyst for the Combat Casualty Care Research Program. The U.S. Army Medical Research and Development Command (USAMRDC), Combat Casualty Care Research Program (CCCRP) requires Program Management and Administrative Support Services to support the Director, CCCRP, in overseeing planning, programming, budgeting and execution (PPBE) of the Army and Defense Health Program investments in casualty care and trauma research.

Location:
• CCCRP, Fort Detrick, MD 21702
• Temporary Duty (TDY) locations as approved by the Contract Officer’s Representative (COR) in direct support of the mission. The estimated of TDY is 5-10% of the time worked.

Financial Analyst Qualifications:

  • DoD program financial and cost estimation and analysis experience
  • DoD medical acquisition cost estimation/analysis experience desired, but not required.
  • Experience using Army and DoD cost estimation tools and software.
  • Experience in the Army cloud based financial system General Fund Enterprise Business Systems (GFEBS)
  • Experience in developing or assisting with cost estimating methodologies, work breakdown structures, cost research and analysis, building cost models, phasing, collecting, and normalizing data, and documenting all results.
  • Understanding in assisting with developing, and reviewing DoD Acquisition Program Life Cycle Cost Estimates, Cost Benefit Analyses, and Business Case Analyses in accordance with DoD policies, regulations, and procedures
  • Experience communicating with Senior Leaders, to include developing and presenting briefings and recommendations.

Position Requirements:

  • Compiles and analyzes financial information for an organization. Develops integrated expense analyses, projections, reports, and presentations. Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately. Performs reconciliation of internal accounts. Facile with the General Fund Enterprise Business System (GFEBS).
  • Analyze, create, and consolidate annual and five-year budget estimates (Program Objectives Memorandum or POM) into a consolidated, balanced document to be presented to Headquarters, Department of the Army, Office of the Secretary of Defense (Health Affairs), and ultimately Congress reflecting JPC6/CCCRP’s balanced, multi-year funding needs.
  • Analyze the long-term effects of new or revised legislation on the budget and program.
  • Advise the CCCRP Director on budgetary issues with potential negative implications.
  • Develop program technical performance, cost, and schedule data reporting requirements, and transition their application to the assessment of overall program status.
  • Assist Government staff in coordination, oversight, and execution of the CCCRP/JPC6 process for review and selection of intramural and extramural proposals for funding.
  • Develop detailed budget briefings that outline the Preliminary Defense Health Program’s (JPC6/CCCRP) 5-year POM, and JPC6/CCCRP’s 3-year Command Budget Estimate (CBE), accompanied by a comprehensive Excel Workbook to be included in Department of Defense’s (DoD) portion of the President’s Budget.
  • Prepare justification statements to support new or changed funding needs.
  • Reconcile conflicting budgetary and program objectives.
  • Analyze, coordinate, and revise the planning and implementation activities of JPC6/CCCRP’s overall Research and Development (R&D) program, budget, strategies, and coordination of program level functions.
  • Facilitate and monitor execution of annual JPC6/CCCRP budget & spend plans.
  • Create and maintain system to track JPC6/CCCRP funding and cost savings.
  • Reconcile annual budget to identify executable cost savings for reallocation to other projects and ensure funds are executed before expiration.
  • Execute guidance from the oversight agencies that direct DHP enhancement processes and vetted by the JPC6 Chair.
  • Coordinate closely with CCCRP staff responsible for planning, programming, budget and monitoring execution of CCCRP Army Science and Technology funds to aid the Director in integrating the DHP- and Army-funded CCCRP programs.
  • Perform all routine activities, including preparation of budget reports, according to JPC6/CCCRP standing operating procedures.
  • Perform all administrative and budgetary tasks utilizing internal database systems associated with processing and managing the JPC6/CCCRP’s intramural and extramural research contracts.
  • Initiate purchase requests in the General Fund Enterprise Business System (GFEBS) and monitor the flow of funding documents through the acquisition process to insure contract award and fund obligation by fiscal year end.
  • Prepare funding request documents for intramural research studies.
  • Coordinate internal and/or external scientific program reviews and JPC6 members’ oversight of all aspects of the JPC6/CCCRP research programs.
  • Monitor project funding commitments, obligations, and disbursements.
  • Prepare and execute weekly, monthly, and annual reports documenting commitment, obligation, and disbursement of program funds and comparing these with Office of the Secretary of Defense execution benchmarks.
  • Prepare and maintain a suspense system to track periodic progress reports.
