The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).

The Role

This role is being established to support the NTPF’s Commissioning function for a limited period while the Director of Finance acts up to as the interim CEO. A decision will be made at a later date on whether this role will be made permanent and should this role become permanent it will be filled through open competition.

Management of the NTPF Commissioning function which involves the procurement of treatment for persons on public waiting lists and management of the process of arranging treatment.

The General Manager Commissioning will lead the Commissioning Function and will have overall responsibility for meeting the goals, objectives and targets of commissioning and management of patient care experience risks relevant and appropriate to the NTPF. The principal role of the General Manager Commissioning is the management of the NTPF Commissioning function, which involves the procurement and arrangement of treatment for persons on the public waiting lists. This will include liaising with numerous organisations including Public and Private Hospitals, the HSE and the Department of Health. The General Manager Commissioning will lead a diverse team including Clinical Nurse Managers, Contract Management and Administration staff.

The Current Priorities are as follows:

• Lead person on management of the activities, outcomes and key issues arising from this role, budget in for 2022 of €141m.
• Implementation and delivery of relevant actions under the waiting list action plan agreed with Department of Health.
• Implementation of the agreed Patient Care Risk Assurance Framework, this is the identification, assessment and management of patient experience risks, relevant and appropriate to the NTPF arising from its role in arranging for the provision of hospital treatment to public hospital patients.
• Management and approval of proposals received from public hospitals and hospital groups under insourcing initiatives.
• Management and approval of authorisations for treatment under procurement process with private hospitals.
• Manage and implement the processes and controls associated with the sourcing, pricing, implementing and controlling the procurement of services and the arrangement of treatment.
• Mentor, coach and develop members of the commissioning team.
• Manage the day to day operations of the Commissioning function.
• Managing and/or supporting current and future initiatives to treat public patients.
• Interacting and if needs be negotiating with public and private hospitals in order to achieve NTPF objectives.
• Monitor and take action on Key Performance Indicators (KPI) relating to the Commissioning process.
• Maintain and build the relationship between NTPF, hospitals and other health agencies.
• Meeting senior Hospital staff to arrange patient treatment.
• Manage the tracking of Patient treatment and cost to ensure they adhere to standards, timelines and costs agreed with the treating hospital.
• Manage and execute tenders and/or purchasing processes in accordance with best practice and regulatory requirements.
• Mange all administrative matters arising out of the Commissioning process.
• Monitoring referring and treating hospitals to ensure that patient offers and treatment adheres to all relevant NTPF governance.
• Any other duties deemed necessary by the Finance Director and CEO.
