Duties

  • Provides advice and assistance to technicians, supervisors, and managers on identifying training needs, training opportunities, and sources of needed training. Provides guidance to supervisors in planning job-related career development activities for technicians.
  • Conducts surveys of training needs, analyzes the information obtained, and submits recommendations.
  • Provides advice on technician training issues related to program requirements to successfully accomplish the state National Guard mission.
  • Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations.
  • Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations.
  • Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served.
  • Ensures optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources.
  • Analyzes management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies. Procures, maintains accountability, and currency of training materials.

Qualifications

Basic Qualifications:
Experience, education, training, learned skills, obtained knowledge, or endorsed abilities which provided skills collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skill in applying procedures and directives by reading and interpreting program material.

Specialized Experience: To qualify at the GS-09 grade level your resume must include relevant experience with beginning and ending dates of employment reflecting at least 12 months experience, education, or training equivalent to the GS-07 level in the Federal Service or equivalent pay band in the Federal Service, or equivalent private sector which includes experience which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Experience in executing personnel programs and Human Resources Information Systems, as applicable to this specific position and its position description which includes: Experience applying basic principles, practices, laws and regulations of human resource development sufficient to provide advice to management on the implementation of standardized practices and principles for incorporating career development strategies in to the workplace and to conduct training needs survey and analyze the information and data obtained in order to anticipate human resource development and training needs for specific categories of position that involve fairly well defined and readily understood duties (e.g. administration support and assistance). Experience interacting with all levels of management and labor unions as a strategic business partner in the delivery of human resource development services requiring a broad approach and careful analysis. Experience with other human resources specializations for the purposes of interacting and resolving issues as well as for evaluation of courses in above areas. Experience with multiple automated systems and how they are structured and modified in order to set up validation strategies for reports generated from systems or to troubleshoot when systems do not work.

Substitution of Education for Specialized Experience:
Education achievements are allowed as substitutions for the Specialized Experiences portion only. Basic Qualifications must still be met. Master's Degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a major directly related to the position of a Human Resources Specialist meets the requirements for GS-09. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. If you are using education to meet minimum qualifications for this position, you MUST provide a copy of your transcripts with your application. Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
