JOB SUMMARY:
Under supervision initially, but with increasing independence, the incumbent provides human resources support for the Manager, ELR dept. and organization, including, but not limited to, performing duties related to and assisting with strategies and correction actions for the successful outcome of various employee relations issues (disciplinary procedures, conflict resolution, union processes, etc.), internal and external complaint research, resolution and response, development of reports and/or statistics compilation, performing support activities and assisting in the areas of labor contract negotiations, administration, and interpretation, wage and hour regulation and policy administration, and similar activities. Performs a variety of tasks, projects, etc. related to ELR operations.
JOB SPECIFICATIONS:
EDUCATION
- A bachelor’s degree in human resource management or equivalent field is preferred.
EXPERIENCE
- 3-5 years’ experience in human resources-related activities.
- Specific experience in labor and/or employee relations required (Generalist, Business Partner performance management, etc.)
PREREQUISITE SKILLS
- Basic knowledge of relevant State and Federal laws and regulations, including wage and hour, labor relations, employment, and leaves of absence
- Basic knowledge of collective bargaining agreement administration and negotiations
- Demonstrated interpersonal skills necessary to provide advice and counsel to managers and employees, including interpersonal sensitivity, and skill in persuasion, mediation, and negotiation
- Demonstrated written and oral communication skills required to prepare reports, analyses and documents, and work effectively with a wide variety of people in differing situations
- Demonstrated customer-service skills
- Demonstrated analytical and problem-solving skills necessary to recommend sound courses of action in a variety of situations
- Demonstrated time management, decision-making, and prioritization skills
- Resistance to stress; ability to manage multiple projects simultaneously and tolerate frequent interruptions and changes in priorities
- Demonstrated ability to work well in a team environment, as well as work independently
- Proven ability to maintain confidentiality
- Demonstrated ability to use relevant automated systems effectively (Microsoft Office Suite, HRIS programs, etc.)
LICENSE/REGISTRATION/CERTIFICATION:
- PHR (Professional in Human Resources) certification is preferred
- A valid California motor vehicle operator’s license is required
DUTIES AND RESPONSIBILITIES:
- Assists with all aspects of complaint resolution and grievance processes and procedures, including investigating bargaining and non-bargaining unit grievances, interviewing employees, developing and recommending appropriate resolutions and corrective actions, and advising managers on communications approaches, documentation, dispute resolution and so forth. Prepares and assists with the preparation of a variety of written correspondence. May conduct grievance hearings
- Receives telephone calls and written correspondence from employees regarding employee relations issues, problems, or concerns; troubleshoots or investigates such matters and attempts to facilitate and/or achieve satisfactory resolutions
- Assists with all aspects of contract negotiations, including meeting preparation, compilation and analysis of statistical data related to labor-market conditions, benefits, and compensation trends, analyses of impact of proposed language changes, and draft contract preparation. Acts as resource on all aspects of contract interpretation and administration. May participate in collective bargaining
- Assists with the review and investigation of charges of unfair labor practices and employment discrimination claims, including assisting with the gathering of documents and evidence for National Labor Relations Board, Equal Employment Opportunity Commission and State regulatory agency investigations and hearings
- Provides advice, counsel, and guidance to management staff on disciplinary matters, labor and employee relations matters, and acts as a resource for other human resource-related activities and functions
- Performs a variety of special projects related to process improvement, HR strategic goals and initiatives, and hospital and departmental operations; researches and compiles data, interviews relevant individuals, and prepares narrative reports and recommendations
- Reviews employee performance evaluations for completion and initiates appropriate follow-up for incomplete or questionable evaluations. Reviews disciplinary actions. May follow-through with issues for completion and tracking
- Provides administrative and clerical support to the Manager, Employee/Labor Relations and Employment, such as faxing, photocopying, mailings, filing, etc.
- Assists with the processing of termination and layoff paperwork, ensuring completion of necessary paperwork, notifying payroll to prepare final checks, coordination of benefits, and forwarding of all documents to HRIS/Compensation Analyst
- Assists with the development, review and distribution of Hospital-wide policies and procedures, including draft preparation, photocopying, and/or email distribution
- Partners with Manager and HRIS/Compensation to research and resolve employee questions/complaints regarding pay issues
- Partners with Manager, Employee/Labor Relations and Employment and Benefits/IDM, to facilitate and process reasonable accommodation requests, Worker’s Compensation and Recruitment issues, and alternative employment for Qualified Injured Workers (QIW)
- Attends relevant seminars and training activities intended to further knowledge of the field of employee and labor relations
- Assists with a variety of projects, including preparation of job descriptions, development of evaluation tools, wage and hour activities such as coordinating voting process for Alternative Workweek Schedules, Human resource policy development, training, and other activities to further the goals and objectives of Human Resource services
- Participates in conducting training courses and seminars for management and employees on various human-resources related topics
- Participates in hospital-sponsored employee activities (e.g. service awards)
