The Fairfax County Park Authority (FCPA) is seeking a HR Generalist II to be a part of one of the most highly regarded park systems in the country. Performs full-performance, professional human resources work to include a variety of HR duties. Exercises considerable independent judgment operates with a high degree of autonomy to troubleshoot and solve complex issues and apply systemic solutions to human capital business problems. Serves are the program lead for all workforce planning, employee relations and performance management issues, and as such must advise senior Park Authority leadership and individual employees on complex regulatory and workplace concerns. Provides strategic services, support, and counsel to the Park Authority's employees. Supports other human resource program and initiatives, to include the development and implementation of human resources policies, programs and services, position management, employee development and training, employee communications, safety and risk management, human capital project management, and countywide liaison functions.
Note: This position may be underfilled as a Human Resources Generalist I (S22); the Underfill Requirements are stated below in the Employment Standards section.

Provides managers with guidance on employment, employee relations and other HR issues;

Makes recommendations and revisions to departmental HR policies & procedures;

Gathers, tracks and analyzes HR metrics, reports, and plans;

Manages on-boarding, exit interviews, and other HR-related departmental programs;

May supervise clerical and/or paraprofessional personnel in HR-related matters.

Knowledge of human resources administration and management principles and practices;

Ability to perform a variety of increasingly complex work in human resources;

Ability to communicate effectively orally and in writing;

Ability to use word processing, spreadsheet, and presentation software to prepare documents and store, manipulate, analyze and present information;

Ability to train and supervise staff.
MINIMUM QUALIFICATIONS:

UNDERFILL REQUIREMENTS:
This position may be underfilled as a Human Resources Generalist I (Grade S22); $56,957.47- $94,929.54 ). The employment standards for the Human Resources Generalist I are: Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.
Applicants hired at the Human Resources Generalist I will be non-competitively promoted to the Human Resources Generalist II level upon successful completion of an underfill agreement.
Note: Underfill candidates must be able to meet the minimum qualifications of the Human Resources Generalist II within two years of the job announcement's closing date.
PREFERRED QUALIFICATIONS:
- Experience working as an entry level human resources generalist.
- Knowledge of federal, state, and local laws and regulations.
- HR Certification a plus (PHR, SHRM-CP, IPMA-CP).
- Advanced skills in Microsoft Office, Excel, Word, and Outlook.
- Experience with human resources information systems.
- Experience providing consultation on employee relations issues.
- Demonstrated ability to communicate effectively with employees at all levels.
- Attention to detail, problems solving skills and ability to simultaneously manage multiple tasks in a fast-paced environment.
CERTIFICATES AND LICENSES REQUIRED: None.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and child protective services registry check to the satisfaction of the employer.
