Job Description:
The Oregon Military Department is a state agency that supports the Oregon National Guard. You are NOT required to be a member of the Oregon National Guard to apply for this position.
The Oregon Military Department is recruiting for an Information Systems Specialist 5. This is a full time Limited Duration position that may become permanent pending legislative budget approval.
This position is represented by the American Federation of State, County and Municipal Employees’ (AFSCME) union.

What You Will be Doing
Provide effective technology support for audio/visual, computer, multimedia, voice, video, and web based applications and services to all areas of the training site and throughout the region. Promote and facilitate the effective integration of technology into the basic mission of the training site through planning, programming, training, consulting, and other support activities. Develop, enhance, and manage the training site networks to provide high speed, transparent, and highly functional connectivity among all information resources. Develop and maintain highly effective, reliable, secure, and innovative information systems to support training, administrative, operational and maintenance functions pertaining to the training site. The position aids with planning future information technology (IT) needs for the Division, through coordination with staff members of the ORARNG Information Management office, other OMO Information System Specialists, and AGI-IT Division Staff.
Working Conditions
Interacts daily with local staff, state, federal agencies, and the public. Work is primarily indoors and involves sitting at a desk to assist staff via phone and computer. May require extended travel to attend meetings, training or resolve technical problems at National Guard facilities, and meet with technicians from vendors, contractors, federal, state, and local agencies to coordinate system development and implementation. Hours other than 8-5 are often required to perform computer system and network maintenance. Long hours may be required during times of emergency and system malfunctions. Must be willing to travel on an as needed basis. Could be out of town for five consecutive days at a time. May occasionally work some late and unusual hours that include evenings and weekends hours to sustain a fully operational IT environment or complete special projects. Requires lifting personal computers, terminals, and other IT equipment usually up to 60 pounds. Frequent bending, stooping, crawling, and reaching under desks, occasional overhead work on a stepladder. Required to wear hearing and eye protection when exposed to areas requiring their uses. Essential job duties must be performed with or without reasonable accommodations. Must train others to handle system, network, and database malfunctions. Must be able to obtain a federal and/or State security clearance.
This position is subject to recall at any time. During an emergency this position may be required to work long hours without normal days off with in the field supporting emergency response activities.
What You Need to Qualify
Four (4) years of information systems experience in:
a. IT systems support and
b. Systems & network systems administration

***OR***

An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field
-AND-
two (2) years of information systems experience in:
a. IT systems support and
b. Systems & network systems administration

***OR***

A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Additional Requirements
Must have a valid driver's license or have alternate form of transportation.
Desired Special Qualifications
  • Knowledge of the National Guard's "GuardNet" portion of the Department of Defense (DoD) information enterprise is necessary in the performance of assigned duties.
  • In depth understanding of customer service principles
  • Proficient in principles of IT security
  • Advanced user-lever knowledge of trouble shooting windows operating systems and Microsoft 365/2016 (or higher).
  • Foundational understanding of network operations.
Technical Skill and Abilities
  • Experience utilizing a ticket-tracking tool.
  • Ability to work in a busy environment with frequent interruptions.
  • Experience applying documented processes, procedures and standards in performance of assigned tasks and duties.
  • Experience creating and maintaining content for a knowledge base.
  • Experience working as part of a team
Conditions of Employment
As a condition of employment employee must possess or be able to obtain and maintain a Common Access Card (CAC).

(T3) The incumbent must be able to obtain and maintain a valid DoD Confidential Secret Security clearance. Duties and responsibilities include unescorted access to restricted areas that may contain classified equipment or materials up to secret level.
As a condition of employment, within six months of hire, and subsequent thereto, employee must complete necessary training to obtain certifications outlined in DoD 8570.01 Regulation to perform System Administrator (SA) duties.

Employee is required to maintain a drug/alcohol free workplace in accordance with OMD Drug/Alcohol CPM’s, Policies, and the Statewide Drug Free Workplace Policy 50-000-01.
