General Purpose

GENERAL PURPOSE
Performs a variety of complex duties as needed to assist in compliance with established local, state, and federal engineering construction standards including the observation, inspection and documentation for various capital infrastructure projects, excavation permits, and utility mapping.

Works under the broad guidance and direction of the City Engineer.

Examples of Duties

EXAMPLE OF DUTIES
Oversees the construction of city capital projects and the contractors hired to do them. Supervises the project scheduling, installation, and acceptance of public infrastructure to help protect the city from liability issues and the residents from insufficient roads and utilities. Measures quantities for pay requests and plan compliance and can reject work or materials that are found to be outside of the accepted plan and specifications.

Assists with various aspects of project management and scheduling; ensures adherence with established standards and work plans, processes, and procedures; assures timely completion; monitors and coordinates the progress of developments and projects to determine compliance with established public works standards, rules, regulations, ordinances, etc.

Manage and administer various engineering functions including research, survey, design, permitting and construction inspection of site/subdivision development.

Review and issue excavation permits including excavation and traffic control plans.

Develop and maintain effective working relationships with co-workers, elected officials, local agencies, and the general public. Meet with contractors, engineers, and property owners to discuss City requirements pertaining to city-owned and proposed development projects.

Maintain awareness of projects, permitted excavations, and new developments in the field.
Attend/participate in professional group meetings to provide periodic updates on projects to the City Engineer. Prepares various reports, projections, and evaluations as required. Read, update, and utilize Geographic Information System (GIS) maps.

Stay abreast of new trends and innovations in the field of infrastructure inspections.

Assists the manager of the Municipal Separate Storm Sewer System permit (MS4) program for the city; coordinates related storm water requirements with other city departments and other agencies; develops and maintains a comprehensive and systematic plan for permit compliance.

Minimum Qualifications

MINIMUM QUALIFICATIONS
Education and Experience:
A. High School Diploma/GED; plus three (3) or more of the following certifications in each section:
  • Level III or IV Water Distribution Operator or obtain within 1 year of hire.
  • Level III or IV Wastewater Certification; or obtain within 1 year of hire.
  • Must possess a valid Commercial Driver’s License (CDL) or be able to obtain within 6 months of hire date.
AND
B. Three (3) years of increasingly responsible public works construction experience and/or project management.

Special Qualifications: (Other certifications may warrant additional compensation)
  • Understand Geographic Information System (GIS) mapping.
  • Backflow Certification.
  • Public Infrastructure Inspector Certification.

Additional Qualifications/Information

Essential Functions, Knowledge, Skills and Abilities:
Working knowledge of computerized engineering systems mapping (GIS) and instruments (GPS) and related peripheral equipment; traffic signalization equipment and controls; political, legal, and governmental processes affecting various engineering program and project management; construction methods and materials common to public works projects; building codes, planning, and zoning codes, engineering standards and codes; technical and practical design of public works systems; use of a variety of technical engineering equipment;

Ability to
communicate effectively, both verbally and in writing; interpret blueprints; perform basic mathematical computations in reading and using various meters, gauges, and related devices.

Work Environment:
Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, lifting, reaching, etc. Periodic exposure to changing weather conditions and seasonal elements. Occasional exposure to high workplaces, work in standing water for periods of time; volatile materials, and toxic materials. Daily local travel required in normal course of job performance. Incumbent must frequently lift 35 to 100 pounds. Position requires working overtime including holidays and weekend and is subject to call-back in emergency situations.
