Job Description Summary:
Manages planning and carries out overall process improvement, customer experience improvement, change management practices, project management, and organizational initiatives. Works in industry methodologies to perform a broad range of duties including innovative new ways to document user personas, user journeys to get to business cases and requirements, process analysis, development of project plan and approach, communications, change and risk management, vendor management, and other duties as required to ensure successful, innovative IT and customer satisfaction.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Acts as an effective Analyst for improving, planning, and executive customer experience, change management, and project management methodologies and delivery. This includes:
  • Works to develop the change management methodology for projects ensuring impacted stakeholders and the communications and training necessary are clear to help move users through the change process to success adoption of new systems, processes, and tools.
  • Ensures product-related training and documentation are developed and provided to appropriate staff.
  • Works to enable design thinking in the organization including hands-on approaches to problem solving and innovation.
  • Works to develop a customer experience focus and methodology with a library of user personas, user journey mapping, and innovative new ways to get to business cases and requirements.
  • Facilitates processes within teams and groups to explore options, develops consensus and implements decisions.
  • Works with stakeholders to understand current state business processes, process improvement needed, and desired future state changes.
  • Works to define scope, requirements, and deliverables. Develops and modifies work plans and objectives documents. Coordinates project activities, tasks, and contract negotiations.
  • Implements plans to meet objectives, and coordinates and tracks scheduled work.
  • Coordinates cross departmental teams related to the completion of tasks, assignments and milestones.
  • Manages project-related vendor contracts and project budget.
  • Develops and implements a communications plan including regular status communications.
  • Actively monitors project activities and resources to mitigate risk and issues. Makes improvements, solves problems, or takes corrective action when problems arise.
  • Manages information systems and functional business process testing strategies, plans, or scenarios.
  • Integrates IT security policy and procedures into work.
2. Supports the success of the citywide technology PMO
  • Ensures consistent delivery of IT solutions through methodologies (Agile, Lean, Waterfall, Customer Experience, Change Management), process rigor (intake, prioritization, resourcing, lessons learned), and appropriate supporting tools.
  • Helps kick-off and lead the citywide project management community of practice making connections across the city to build work management maturity and relationships.
3. Works closely with IT staff, Project Team staff and vendors to test and validate system functionality with the City of Boulder’s IT infrastructure. Coordinates installation of hardware, software, and coordinates necessary efforts should the successful solution be hosted.
4. Departmental support includes support and training for work management software (Smartsheet, Jira, etc), request intake, helping maintaining PMO documentation and templates, assisting with IT contract process, backup for PMO ticketing, and other tasks as assigned.
MINIMUM QUALIFICATIONS
  • Bachelor's degree in computer science, business, or related field and 2 years of experience plus beginner competency as a change agent or project manager
  • PMP, Agile, or similar certification or willing to obtain
  • Demonstrated ability to coordinate and manage small and mid-level projects involving competing interests and objectives
  • Experience with IT procurement and contract processes
  • Experience with tracking tools and related methodologies (variations of Agile, Lean, or Waterfall)
  • Strong verbal and written communication skills, with the ability to effectively communicate and interact with the public and all levels of personnel within the city in a positive and cooperative manner
PREFERRED QUALIFICATIONS
  • Experience managing short-term, “fail-quick” projects piloting emerging technologies
  • Experience working with local, state or federal government agencies or related professional experience with an active and highly engaged community
  • Experience in leading matrixed staff and helping to shape a positive culture within a decentralized organization
