Financial Data Analyst

We are looking to add an experienced Senior Data/Financial Analyst (FA) with previous experience supporting Finance Operations workspaces within the federal government to our team.

Responsibilities:

  • Work directly with client teams to discover and document business, process, and functional requirements on design-driven initiatives.
  • Work directly with client teams and recommend improvements (where needed) to existing processes.
  • Research, determine, and document personas, journey maps, and key business objectives
  • Prepare and deliver concise, targeted presentations communicating research and findings to client stakeholders to drive decisions.
  • Document detailed requirements to enable the technical delivery, ensuring requirements are decomposed into actionable tasks
  • Work with key stakeholders (e.g., Client business owners and SMEs, partners, project managers, designers, developers, QA team, etc.) to ensure the solution meets all requirements and acceptance criteria.
  • Work closely with QA during the requirements gathering phase to ensure testing strategies & plans meet requirements.
  • Work closely with designers to ensure understanding of requirements and/or system functionality (to-be and current)
  • Review, identify, and analyze business needs and new requirements as part of an Agile and iterative process and work with the project manager and development teams to assess the impact.

Required:

  • BA / BS or equivalent Degree
  • Four (4) years of Financial, Budget experience; specifically in the area of financial reporting to Executive Agencies, including Congress and OMB
  • Experience in data analytics or business intelligence in support of Budget support functions
  • Experience in business process improvement/documentation experience in support of Budget formulation processes
  • Experience preparing, developing, writing, or editing financial reports with narrative content and tables, illustrations, graphs, and diagrams appropriate to improve understanding, clarity, and audience engagement
  • Experience performing Quality Control reviews and Independent Verification and Validation (IV&V)
  • Database design, development, and enhancement
  • Prior experience supporting agile software development requirements elicitation and story creation (initiatives/epics, features, and stories)
  • Ability to collaborate effectively with stakeholders to ensure requirements are defined, updated, organized, and easily understood by both technical and non-technical team members
  • Effective communication, organization, and time management skills
  • Excellent problem-solving, critical thinking, and communication skills
  • Ability to create, assemble and deliver client-ready documentation, deliverables, and executive-level presentations
  • Proven experience in data analytics or business intelligence in support of budgetary functions
  • Background in business process improvement and documentation specific to overall fiscal management (budget formulation/execution/integration and financial management) processes
  • Current holder of, or ability to obtain, DHS Fitness Determination
  • Proficiency in Excel
  • Prior experience with DevOps, Jira, Rally, and/or VersionOne
  • Experience working with Microsoft Word, Excel, PowerPoint, Teams, and Visio
  • Working knowledge of Zoom, Teams, Google Hangouts, and other screen-sharing applications
  • Familiarity with Agile SCRUM methodology
  • Ability to work independently

Additional Preferred Skills:

  • Prior experience supporting process re-engineering/Black belt-level efforts
  • Prior experience supporting process auditing against existing policies and procedures
  • Prior experience documenting functional and non-functional requirements
  • Prior experience writing Proposals / Proposal content
  • Knowledgeable of U.S. Web Design Standards
  • Prior experience collaborating with designers and developers
  • Prior experience documenting and formatting product development deliverables (e.g., User Guides, Slick sheets, Training documentation, and Presentations)
  • Wireframing and/or image editing skills related to visually communicating high-level, low-fidelity product direction

Education/Experience:

  • BA / BS or equivalent Degree
  • Business Analysis/Re-engineering: 4+ years (Preferred)
  • Accounting: 5 years (Preferred)
  • Financial Analysis: 4 years (Preferred)
  • Government Agency: 4 years (Preferred)

Required Specialized Certifications:

1. CPA/PFS– Certified Public Accountant/Personal Financial Specialist

2. CGFM – Certified Government Financial Manager
