JOB SUMMARY: Louis Berger Services, Inc. (LBS) is currently looking for a full-time Project Manager to manage a multi-million dollar project delivering facilities operations and maintenance services to the Virginia Department of Transportation (VDOT). Project Manager (PM) provides overall management of the project, to include workplace/public safety, client management, achieving quality standards, workforce scheduling, budget control, contract compliance and reporting.
DUTIES AND RESPONSIBILITIES:
1. Lead project team and resources by managing and planning the operation, maintenance, monitoring and repairing for all facility systems, including, but not limited to: public rest area facilities, water systems, wastewater systems, electrical systems, HVAC equipment, pump stations, plumbing, grounds maintenance, and life safety systems.
2. Demonstrates full financial, administrative, and supervisory authority to correct all and any Contract deficiencies in a self-policing manner, or at the direction of VDOT, in accordance with the response times and performance requirements of the contract
3. Inspects and conducts quality control of sites, records such inspections and quality control measures, documents actions, and maintains documentation as necessary to ensure compliance with Contract requirements and performance measures.
4. Ensures all Area Managers, site supervisors, attendants and subcontractor personnel are trained and performing all required duties.
5. Initiates Work Order Requests as required without notification by VDOT and is fully knowledgeable of the statuses of all work orders.
6. Serve as VDOT’s primary point of contact for all matters relating to Contractor quality control, inspections, and Contract issues.
7. Perform Contract management duties and take all actions necessary to prevent Contract deficiencies from occurring, and to promptly correct Contract deficiencies when they do occur, without waiting for or requiring notice or complaint from visitors or VDOT.
8. Serve as primary POC to VDOT or assign designee available twenty-four (24) hours a day, seven (7) days a week.
9. Ensures company and subcontractor resources perform inspections, maintenance and repair in accordance with applicable permits, code, standards and regualations.
10. Promotes a zero-harm safety culture and ensures the site safety of all personnel, subcontractors and traveling public.
11. Abides by and ensures compliance with company processes, policies, and procedures.
12. Performs all other duties as prescribed by management.
REQUIRED EXPERIENCE, EDUCATION AND SKILLS:
1. Bachelor’s degree desired, ideally in technical discipline such as mechanical/electrical engineering or construction. Commensurate experience, licensures, and certifications acceptable.
2. Minimum 5 to 8+ years’ experience in commercial facilities maintenance or property management with general knowledge of operation, maintenance and repair of building systems and components such as; HVAC, electrical, plumbing, equipment maintenance, fire detection/suppression, grounds/landscape, water/wastewater, pumps, etc.
3. Minimum of five years’ experience in a supervisory position with an understanding of how to manage personnel in mechanical and janitorial roles to effectively complete the requirements of the contract.
4. Thorough understanding of electrical, mechanical, and plumbing systems, building automation and controls, emergency generators, lighting and LEDs, and fire safety systems.
5. Solid understanding of building life safety and emergency management systems.
6. Pass VA background check.
7. Team and customer oriented, provides superior services to other related departments.
8. Experience in the development, implementation and monitoring of programs that assure a safe facility and work environment in compliance with all appropriate regulations. Strong knowledge of OSHA standards, hazardous materials regulations, workers compensation laws, industrial hygiene, ergonomics and field operations.
9. Must be able to multi-task, working in a fast paced environment, meeting tight deadlines in a timely manner. Demonstrates flexibility by adjusting readily to changing priorities. Makes decisions independently on problems and methods using the best available information at the time.
10. Must have excellent communication skills, both written and oral, and be able to communicate with many levels of personnel effectively and tactfully in a variety of environments. Must be able to tactfully navigate delicate situations with finesse and sensitivity.
11. Must have strong computer skills to be able to compose spreadsheets for a variety of purposes as well as effectively communicate through the written media. Must be detail oriented with a strong sense of motivation and drive to constantly perform at a high level of expertise.
12. Fluent English reading and writing skills to be able to read and understand guidance for day to day work requirements.
13. Must maintain a valid United States driver’s license.
14. Able to work weekends, evenings, holidays and flexible hours when necessary.

Pay: $75,000.00 - $85,000.00 per year
