The Management Analyst will provide services to satisfy the overall operational objectives of the National Institutes of Health (NIH) Neurogenetics Cluster, Division of Neuroscience, NINDS. This position will be employed by N4 Solutions as part of a contract task order.
Job Description/Duties:
- Provides analysis and advisory services regarding management functions.
- Work with Program staff to gather and analyze information about processes and programs; prepare reports, letters, and other documents for review and input for programs, policies, and activities.
- Set up and format spreadsheets to analyze information.
- Prepares a variety of management and administrative studies to analyze and evaluate internal procedures, policies, processes and systems for the purpose of improving efficiency.
- Work with Program staff to gather and analyze information about processes and programs; prepare reports, letters, and other documents for review and input for programs, policies, and activities.
- Compose correspondence requiring an of technical matters within the program as directed by program staff.
- Reviews and comments on new or proposed changes to existing policies, procedures or systems.
- Evaluate operations against standard operating procedures (SOP) and document gaps or inconsistencies in performance.
- Prepares reports in the areas of budget, procurement, HR, travel, etc.
- Review operational and programmatic budget data and provide analysis of obligation and spending.
- Coordinate the preparation of a variety of items such as travel requests, professional service orders, requests for sponsored travel Form 348, outside activities Form 520, official duty memoranda, training requests, office procurement orders, individual and mass mailings, correspondence, reports, and various forms.
- Register for conferences; arrange business travel for staff transportations and hotels and process reimbursements for cluster members.
- Read outgoing correspondence for executive levels approval and alert writers to any conflict with the file or departure from policies or executive levels viewpoints; make recommendations to resolve problems that arise.
- Reviews policy and regulation that governs the activities performed in the program.
- Monitor compliance with program policies and procedures; identify strategies to ensure that program and contractual compliance is maintained.
- Maintain file systems for correspondence and projects.
- In the executive levels absence, ensure that requests for action or information are relayed to the appropriate staff; decide whether executive level should be notified of important or emergency issues.
- Prepares reports and presentations for meetings.
- Attend routine staff and business meetings for awareness and to take notes for distribution.
- Assist staff prepare briefing and presentation materials for presentation at meetings.
- Capture meeting minutes and prepare final documentation for distribution to participants.
- Draft reports for review and discussion at working groups and meetings.
- Present information and status updates on projects and studies ongoing within the organization.
- Arrange for staff member to represent organization at conferences and meetings; establish appointment priorities; reschedule or refuse appointments or invitations.
- Note commitments made by executive level during meetings and arrange for staff implementation.
- Coordinate meetings, workshops, and courses for staff; arrange for conference rooms and audio-visual requirements; prepare agendas and briefing materials.
- Update and maintain calendars and schedule calls and meetings for multiple staff members.
- Communicate orally and in writing with external customers about programmatic needs.
- Researches and suggests developing areas of management policy.
- Assists operational and program staff identify, capture and evaluate unique performance criteria.
- Design and coordinate systems for communications among staff to facilitate the efficient flow of information relating to projects and program activities.
- Performs in-depth analysis and statistical comparison of organizational data and information.
- Use variety of database and data repository software and applications available to search, retrieve and export business and performance data.
- Assist financial managers prepare annual appropriated budget requests.
- Assist Cluster Administrative Team Leader analyze annual budgets and budgetary requests and organize data logically.
- Conduct workforce studies and provide in-depth analysis and reporting.
- Facilitate and Coordinate Onboarding for New Hires.
- Mentor and train junior management analysts.
- Coordinate with other senior management analysts to review and standardize practices and procedures to ensure consistency of quality and outcomes.
- Mentor and coach management analysts, advising on overall performance and specific activities.
Education/Requirements:
- Bachelor's degree in Business Management and Administration (or related field)
- Data analysis and reporting
- Project management and planning
- Fellowship program management
- Social Media and website content management
- Knowledge of the Federal Travel Regulation
