JOB SUMMARY:
The Manager of Health & Compliance is responsible for overseeing the occupational health compliance programs including 19-A medical requirements and the FTA Drug & Alcohol regulations. The manager will also ensure effective and compliant leave management systems are in place. This role will ensure that RTS remains compliant with all regulatory obligations, while also providing a positive environment for our employees to assist with managing their health and wellbeing.
SUPERVISES: Leave Administrator, Health Compliance Coordinator, Contracted Physician and services
SALARY: $75,000 - $80,000 annually (depends on experience)

ESSENTIAL FUNCTIONS:
- Management of 19-A medical compliance for all bus operators to include oversight of scheduling for biennial physicals, request for and collection of 19-A medical paperwork from employees as required by the New York State Department of Motor Vehicles, maintenance of all 19-A due dates in HCM, and communication with the appropriate parties when an applicant/employee becomes eligible/ineligible medically to perform work as a commercial bus operator/small vehicle operator for RGRTA.
- Oversight of all occupational health appointments/services including contracted provider hours, return to work appointments, flu vaccine administration, etc.
- Contract management of contracted services and vendors for occupational health services
- HIPAA compliance administrator and facilitate education for employees.
- Enforcement and compliance with Federal Transit Administration Drug and Alcohol Regulations as the Drug and Alcohol Program Manager. This includes acting as the primary contact for field support, random pool management and scheduling, and other testing referrals to include pre-employment, random, follow-up, post-accident, and return to duty tests, performing of such tests when required. Additionally, maintenance of follow-up testing schedules, auditing of all completed DOT and Non-DOT Custody and Control forms and Breath Alcohol Testing forms to ensure accuracy. Provide periodic in-service training with all Breath Alcohol Technicians & Urine Collectors, and manage positive test referrals to the Designated Employee Representative. Maintain all records and files according to DOT/FTA regulations, and preparation and management of NYS DOT and FTA Drug and Alcohol Program audits/reviews.
- Acts as the Authority’s Designated Employer Representative (DER).
- Oversight for record keeping for medical leaves of absence.
- Oversight of employee requests for Family Medical Leave and compliance with the US Department of Labor's Family Medical Leave Act to include review of employee requests, determination of eligibility, timely correspondence to the employee in response to his/her request, notification to supervisors of employees approved/denied for time away from work under the provisions of FMLA, communication with the US Department of Labor pertaining to FMLA matters as required.
- Management of the Transitional Duty Program to identify eligible employees, seek out potential assignments, and placement in the Program with appropriate follow up and communication to all appropriate parties.
- Management of the reasonable accommodation process and procedure.
- Instruction, certification, and re-certification of Breath Alcohol Technicians and Urine Specimen Collectors.
- Significant collaboration with benefits and well-being teams to decrease absenteeism and increase wellness among employees.
ADDITIONAL RESPONSIBILITIES:

EDUCATION & EXPERIENCE:
- Bachelor’s degree in related field preferred.
- Demonstrated knowledge of New York State short-term disability, FMLA, ADA etc. with 3 to 5 years previous experience in human resources (HR) in a related role or occupational health or medical role
- Minimum of two years of supervisory experience.
- Instructor Certification for DOT BAT & Urine Collection and Calibration Technician highly preferred.
- 3-5 years of experience handling 19-A medical requirements and DOT Drug and Alcohol testing or strong medical or occupational health background.
- Must possess and maintain a valid NYS Driver’s License.
- Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

- Must possess excellent personal computer skills including proficiency of Microsoft Office (Word, Excel, PowerPoint, Outlook), internet, HCM software (UKG preferred), and other programs.
